By-Laws
- PURPOSEThe Cascade Neighborhood (CNC) shall be a nonprofit corporation organized for the purpose of preserving and improving the neighborhood in accordance with the wishes of the community. The CNC shall inform and advise the members in matters affecting their rights and responsibilities, provide leadership in the investigation of community needs, communicate with governmental agencies in an effort to represent the interests of the community, and cooperate with other organizations and persons having similar interests.
- MEMBERSHIPAll persons living within the boundaries of the CNC, working within the boundaries of the CNC, owning businesses located within the boundaries of the CNC or owning property located within the boundaries of the CNC are eligible to become members of the Cascade Neighborhood Council. Those who have attended at least one regularly scheduled meeting of the CNC shall automatically become members at the next regularly scheduled meeting.May 3, 1995

The Executive Council will approve these individual requests for membership through majority vote. - MEETINGS
- A meeting schedule for the Cascade Neighborhood Council shall be established by the Executive Committee. The Secretary shall take steps to see that the community receives notice of forthcoming meetings, which will generally occur on the third Wednesday of each month.
- Any members of the Cascade Neighborhood Council shall be eligible to vote at meetings of the Council. Any member may request membership verification prior to a vote at any meeting.
- There will be an annual meeting of the CNC during the month of April each year or at such other time as may be designated by the Chairperson by written notice for the purpose of electing officers and transacting such other business as may be properly brought before the membership.
- Regular meetings shall be held monthly at such times and places as may be designated by the Chair person by written notice.
- The Executive Meeting, may call a special meeting of the membership at any time. Such meeting shall be held at such a time and place as the Chairperson or such members may designate by seven (7) days written notice. Final action shall be taken only on matters included in the written notice.
- At all annual, regular and special meetings of members, each member shall be entitled to one vote. A majority of the votes cast by members present shall be necessary for the adoption of any matter voted on by the members, unless a greater proportion is required by these by-laws. No absentee or proxy votes shall be permitted.
- A quorum at all annual, regular and special meeting of the membership shall constitute at least seven (7) members of the CNC, including at least one officer of the Executive Committee.
- AUTHORITY
- The authority of the CNC stems from the community and its inherent interest in the quality of life within the neighborhood. Since all persons in the community can participate in the CNC, the council legitimately represents their interests and can act on their behalf.
- The Executive Committee, as elected and appointed representatives of the CNC, shall have the authority to act on behalf of the CNC in the event that an issue cannot be brought before a regularly scheduled meeting of the CNC. The Chairperson shall report on all actions of the Executive Committee at each meeting. The CNC may accept without action the acts of the Executive Committee or it may approve or disapprove such acts.
- OFFICERS AND EXECUTIVE COMMITTEE
- Chairperson–The duties of the Chairperson shall be to preside at all CNC meetings and Executive Board meetings, prepare agendas for such meetings, report on the actions of the Executive Committee, maintain momentum of programs initiated by the CNC and perform such duties as the CNC may assign. The Chairperson shall be a member of all committees and is a member of the Executive Committee.
- Assistant Chairperson–The duties of the Assistant Chairperson shall be to serve in the absence of the Chairperson, to develop and encourage broader membership participation, and to plan and organize special projects and functions. The Assistant Chairperson shall be a member of all standing committees and a member of the Executive Committee.
- Secretary–The Secretary shall notify all members of the next meeting date, time, and place, within at least seven (7) days prior to each meeting. The Secretary shall maintain a list of all active members’ names, addresses and telephone assignments made ready to be presented at each subsequent meeting. The Secretary shall be a member of the Executive Committee.
- Treasurer–The Treasurer shall receive and disburse funds as instructed by the Executive Committee and the CNC in accordance with laws and regulations relating to nonprofit corporations. The treasurer shall file appropriate reports and shall be a member of the Executive Committee. Reports on the financial position of the CNC shall be ready to be presented at each meeting of the CNC.
- All standing Committee Chairpersons shall be members of the Executive Committee.
- ELECTIONSElections for all officers shall be held annually. The term of office for each officer shall be twelve months. Nominations for officers must be presented at least thirty days prior to the election. The CNC shall have a duty to publicize the nominees, date, time and place of election meetings.
- COMMITTEES
- Committees shall be classified as Standing Committees or Special Committees. All Standing Committee Chairpersons shall be elected by the CNC.
- Special Committees may be formed by the Executive Committee.
- Additional Standing Committees may be formed by majority vote of the CNC.
- Each Chairperson of Standing and Special Committees shall be prepared to report on committee activities at regular meetings of the CNC.
- FINANCES
- The Treasurer will establish and maintain all bank accounts.
- The Chairperson and Treasurer may authorize expenditures of up to $250. The Treasurer shall report all such expenditures a the next CNC meeting.
- The CNC must approve all expenditures in excess of $250.
- Membership dues may be levied from time to time to cover the costs of printing, mailing, etc. A sliding scale will b used in levying dues.

- RECALL OF AN OFFICERA three-quarters vote of the members at a regularly scheduled CNC meeting can initiate a recall election of any officer. The recall election must be held no earlier than 30 days after the first vote, but no later than 60 days after the first vote. The Executive Committee shall set the date, time and place of the recall election.
- CHANGES TO By-lawsChanges to the By-laws shall be by vote of three-quarters of the members of the CNC present at the meeting considering such a change. The CNC shall not consider or vote on any change to the By-laws until the next meeting after the initial introduction of such change. Written notice announcing a scheduled vote to change the By-laws must be given at least seven (7) days prior to the meeting where a vote on such changes is to be made.
- The Cascade Neighborhood Council (CNC) creates a forum through which residents, employees, business owners, and property owners can find common ground as they define and develop a livable community for themselves.
- The Council believes that the vitality of the neighborhood is enhanced when a diversity of people are encouraged to participate.
- The Council supports activities that build community among its neighborhood members.
The Council seeks to maintain a diverse residential base, which is seen as a vitally important component of the community.

Announcements: A big thank you to member Teri Kimmons and her son Larry, for cash donation of $20
which inspired member Scott to donate $40 for a total of $60 collected at this meeting.
Parks Department is working on a Rat Control program for the neighborhood.
Laura Jenkins was able to find out whom the tenant is at the Community Space at Denny Substation.
It is Office of Arts and Culture, Jenny Crooks, will be the contact for use of community space.
Laura tells us that the space will not be available for months. Maybe in 2025 we can reach out again.
Our newest member Ron inquired about meeting space and we let him know we have floated around the neighborhood, in the past, including 400 Fairview,
but Lakeview is our main spot for meetings.
Parks is also having an arborist come look at the dead tree in the children’s play area.
Harvest Fest Planning: Free raffle, Art Show, Photo Booth, Taco Bar Dinner, Pumpkin Carving, at the Peoples Center October 23rd is the date they are available.

rumor has it that Parks received funds to upgrade all 3 parks in our neighborhood, SLU, Denny and Cascade Park.
Members have noticed many projects on hold in the neighborhood, speculate it is because of a slow economy there are also many contamination clean up sites in the works.
Ron noticed old CNC fliers around the neighborhood and reminded us to take them down after our events.
Candi suggested Kim tell Sharon Lee at LIHI about property for sale next door to the Lakeview.

Announcements: Candi has a fundraiser up on Facebook through May, and thank you to members Teri and Diane for donating, it has raised $90 and check could take up to 60 days and will come in the mail. Kim also donated $25 cash for general funds and was deposited at Umpqua Bank.
Presentation Urban Artworks Mural Project at 1305 Stewart: Avee and Alex gave an update presentation from Urban Artworks Mural Committee, on Mural Finalists and the artist picked is Jen Vickers from Ballard. Selection criteria was met, local Seattle artist. Mural is 30 feet by 300 ft with a slant down. Community Paint Days for getting the mural done will include CNC members, Immanuel, YouthCare, and anyone who would like to help. Urban Artworks will finish the project after community artists. There will be plantings below mural. We will include a link to the Alley Vacation Process and we are waiting approval from Design commission, Transportation, and Seattle City Council. Also we will provide a rendering of Jen’s ideas for the Mural. The Artist Jen Vickers will be invited to a future CNC meeting for more feedback, if and when the project is approved by Seattle City Council. Feedback from CNC members was the hearts are great, Cascade “Heart of Seattle” but would like more historic buildings like the laundries and smokestack, music reference, and people represented, maybe “Waste Girls” in the Mural. Ideas like Space Needle, the two churches, and some older brick apartments and the one last house still standing, and lost row houses. Candi mentioned the longing for a mural on the Cascade Park retaining wall, CNC tried to get that spearheaded in 2014 but didn’t get too far. Urban Artworks may be able to help with that and will take a look for CNC.
Nominations for CNC Exec Board: Candi nominated the same board for a third term, Mertiss Thompson for Chair, Ruth Hamada for Co-Chair, Kim Johnson for Secretary, and Candi Wilvang for Treasurer and all accepted and Mertiss Second the motion. Candi will post nominees tomorrow on CNC website, Facebook and to the CNC e-mail list. Kim and Candi will make and post fliers on community boards in the neighborhood. Scott would like to start a outreach and fundraising committee. He hopes to find members willing to revive the eco renovation of The Peoples Center. Candi mentioned that the YMCA are the stewards there now, and in order to take up such a huge project again would first include getting the lease back in CNC’s name, and competing with YMCA for lease. Scott would like access to the old renovation paperwork, plans etc… Candi said she will dig them out of storage and bring to our June meeting. There will be no May meeting, instead CNC will be participating in Neighbor Day.

Kim called the owners of the metal works building across the street, and asked them if they could get rid of couch on the sidewalk and graffiti all over the building. They replied with a thank you message and we believe they will take care of it.

Annual Report for CNC 2023:
CNC received $400 in donations in 2023 from members Kim, Candi, Teri and Ruth
Expenses: $133 for Licenses, $79.21 for Printing, $21 for website, $198.57 on Events for a total annual $431.78
Old/New Business: CNC members discussed having a once a month event, and didn’t feel on the third Wednesday after the meeting was working. Candi is concerned having the meeting AND an event every month will be a lot of work but everyone is willing to put in the volunteer time.
Mertiss is our representative on the Eastlake Mural Committee and is in contact with Rebbecca Fuchs.
Scott wants to revive his Clam Shell Concert Venue Idea, in Cascade Park. It will take extensive Grant writing and Support from major donors such as Vulcan or Amazon.
Members want to try and have more free events in 2024.
First Event of the year will be February 14th, Candi will contact Troy for Cascade Peoples Center Venue.
A big Thank You to Scott Species for donating $50 at tonights meeting for upcoming Valentines Celebration and Art Show

Eastlake Project is meeting with Seattle City Council Thursday Morning, (tomorrow} August 17th, to discuss Alley Vacation. Design Review is in early stages. CNC members were invited to attend but none of us could make it.
Treasury Report: balance $150 Candi deposited $50 dollar check from Network for Good Facebook Fundraiser.
Old/New Business:
Members are still seeking to establish an ongoing monthly art walk. Plymouth has offered to be a venue and CNC’s annual Harvest Event and Art Show will need to be booked in October on Cascade Peoples Center calendar. Candi suggested instead of creating a new date for art walks, why not use Third Wednesdays, since that is already on CNC members calendars. Incorpirate Art Walk into CNC agenda. Next CNC meeting will be September 20th here at Lakeview Apartments. Candi will make flier and members can distribute. Mertiss will outreach to SLUCC, and 400 Fairview and Chamber, Cascade Apartments as possible neighborhood venues for meetings/art. CNC will put out ongoing call for artists for Third Wednesday Art Walks and CNC meetings. Maybe our neighbor Mark will play guitar. We plan to have music, food and artists at Third Wednesday Art Walks free event/meetings.

and guest from PMB | Advancing Healthcare Real Estate Ben Rosenfeld and Mark Brands
Ben and Mark presented members with media packet printouts for presentation about
1305 Stewart St. constuction project at the old Off Ramp site, now El Corazon.
Proposed project is a 15 story, 235 feet tall, life sciences building, with retail on bottom,
bike facilities, wellness center, and conference rooms. The site is a
gateway to Denny Triangle with deep setbacks.
Developers are requesting an alley vacation which if accepted would include public benefits.
The team is reaching out to community members for support and imput on public benefits.
and has made visits to SLUCC, Transportation Choices Coalition, Youthcare, Mirabella, Lutheran Church,
and will continue to do so, with continued outreach in July, August and September.
SDOT will need to approve alley vacation and proposal will be up for full Seattle City Council vote in early 2024.
Some positive features of an alley vacation include public open space, areas for lunch, buskers,
food trucks, bike repair, view corridors, lighted up at night for safety, art installations such as a public mural,
possible partnerships with Urban Artworks and Youthcare.
CNC members offered ideas such as an Art Walk, Ping Pong, Mini Golf, Concerts, Solar Power Cell Phone Charger,
Methane Dog Poo Light at the new propsed site. CNC members offered our CNC sustainable guidelines to Ben and Mark.

CNC members thanked PMB for presentation and will most likely be following up at our September CNC meeting.

New Eastlake and Mercer project Sound Transit Bus Turn Around/Station Construction has begun.
BioMed Realty plans to develop the full block — from Sixth Avenue North to Taylor Avenue North and from John Street to Thomas Street — to support a Class A lab and office space building called T6 for biotech and technology companies.
As part of the project, we are proposing to vacate the alley at 200 Taylor Ave N and 203-233 6th Ave N to allow for better design and a more efficient building. As part of the city’s alley vacation process, our team has proposed a series of public benefits that will be added to the project, which are in addition to paying fair-market value for the alley. El Corozon Demolition and new proposed project is a life science research tower with 304,879 sf
of development and includes: Fifteen stories above grade at a height of 235 ft that includes a mix of research laboratories,
office space, conference facilities, and a wellness center.
CNC members feel this is yet another tremendous historic loss to neighborhood, oldest music venue. Developers are seeking Alley Vacation with Public Benefits and are seeking CNC comments deadline has passed, so we have to comment quickly. CNC has reached out to Bobby owner Victory Lounge and Funhouse, El Corozon, but have not received feedback yet. Probably too late in the game to save historic venue. CNC should try to fight for tangible and appropriate Public Benefits.
Times Building on Fairview has been shored up for years and they have finally started construction of two towers on the site.
Treasury Report: $35.11 CNC renewed business license for 2023 for $65 CNC is holding an online Facebook Fundraiser and has raised $60 Thank you Teri and Kim for your support. Network for Good will cut a check within 60 days. It is on going through end of March.
Nominations for Volunteer CNC Executive Board: There were no new nominees, so Candi nominated current board to continue for a third term and Kim second. All members accepted the nominee and is as follows:

Old/New Business: Neighbor Day is approaching on Saturday May 20th. CNC would like to participate. Ideas include Art in the Park, Wellness Fair, Flea Market in Park. We are in contact with Phil from Parks Department. Department of Neighborhoods has Grant Funds available. CNC could apply for up to $2000. CNC should connect with Peoples Center about availability for events. Find out when BOLD/GOLD begins.

survey went out for early design community comments. Possibility of a new Tiny House Village at 145 Yale in Cascade Neighborhood at the old 911 Media Arts site, near REI. Members agreed that it
would be a welcoming resurse for our neighbors with-out homes. Members noticed land action at parking lot next to the child care center on Minor, and are curious what might be happening there
and who are developers. Cameron Building is also for sale on the same block.

to strike up a new relationship for community use in 2022.

Nominations are Next Month: We went around table and asked executive members if they are willing to serve another term and got luke warm responses. Eden our Chair was not present. Needless to say we are looking for 4 members to fullfill executive positions for 2020/21. CNC will send out a call for volunteers on website, Facebook and flier the neighborhood. Mertiss expressed interest but only if we can try a new approach for the Artwalk. Specifically cut down on food service during event. Offer “mental food”. Candi pointed out there are no grants written at this time, so any and all ideas are welcome. Food was a way to welcome the lower income neighbors that attend our events. Mertiss and Candi would like to meet with others interested in Art Planning and Event planning in general possibly start a committee for writing a new grant for events. Focus on marketing and partnerships with ANT, Cornish, Youthcare, SLUCC, and explore Union on Westlake as venue.
Kickball Idea: Neighborhood Friendly Competition possibly between LIHI buildings, The Jensen, Lakeview, and Bart Harvey. Mark made a presentation for this idea and will look into a date to book the park. He has experience bringing community together through friendly sport. Candi and Kim can try to get LIHI to sponsor a BBQ, we will ask Sharon Lee. Tentatively planned for sometime in May/June 2020.
Recap Eastlake Bus Layover Project: Member Brent reitterated interest thet CNC members have in getting the Bus Hub Facility to offer Public Restroom in addition to the other benefits they brought to presentation in January. Andrew Lewis said he will contact Cindy Chen and find out a little more for us on this subject.

Eastlake Layover Bus Hub Presentation:
The King County Metro Team presented on screen and brought hand outs for members. (plesae see materials attached to minutes.) The Eastlake Layover Facility will be on the east side of Eastlake Ave. E. on state owned land nect to interstate 5, between Roy and Republican St. The site is ideal for facility because central location, proximaty to high demand bus routes. The facility wila Accomodate 11 new bus layover spaces, 6 off street and 65 on street, comfort station, for bs operators with restrooms, break space, and operational space. The site will not be open to the public or transit riders. Previous outreach stated importance of art and the comfort station will be built with a mteal and wood exterior and will incorporate colorful accents and native plants evoking the landscape of Pacific North West.
Benefits include helping busses be ontime, free up street space for other use, moves busses parked on street to off street, provides a safe space for bus operators for comfort station and breaks.
Questions from CNC members heavily concerned about loss of parking and loss of bus service on Eastlake Ave E.
Members also mentioned a wish for public neseccessity to be incorporated to design such as public bathroom.

CNC 8th Annual Harvest Potluck on October 30th, was a success! Anna at Peoples Center was able to get Path With Art Band The Hueristics to play. CNC did Frito Boats with all the fixing and fed about 40 guests and set up a photobooth area. Anna also arranged a pumpkin carving station and everyone who wanted to carve a pumpkin could do so, and take it home.
Denny Park is lit up with lights for the season. Cascade Park has some lights too. Gelato truck is at 400 Fairview and also a Holiday Market.
Food not Bombs is having a special Black Friday Free Market in Cascade Park between 1:30 and 2pm
Mark announced the upcoming 20 year anniversary of WTO and had to leave early for he is reporting on WTO event at MOHAI tonight.

Grantwriting underway for Cascade Last Friday Artwalk 2020. We missed the October 31st deadline so we will have to wait untill the next cycle/funding for 2020 is announced and submit at that time. CNC wishes to continue to get youth involvement in the artwalks and member Anna at Peoples Center will help us reach out to Youthcare as possible participants and attendees. Eden had lots of great suggestions about CNC free events, to have a kid activity at every event to guarantee it to be kid friendly. This has also been suggested and carried through by CNC member Stephenie and her daughter Evelyn in past. We need more volunteers to help make this possible most of the time. We can continue to do outreach for volunteers. Venues for Artwalk will include Peoples Center, Bart Harvey, Lakeview, and reach out to our business friends on Westlake Capital Cafe and Umpqua Bank. Other possibilities in Cascade include the New Denny Substation Community Space (still no word on a contact) and Cascade Apartments and possibly Sitka. Possible match cash donars Ma-and-Popcycle LLC and LIHI. First Kick Off Date and Venue for Cascade 2020 Last Friday Artwalk January 31st at Peoples Center 5-7PM. CNC will make a flier and get the word out for CALL FOR ARTISTS!
Winter Warmth Event: CNC is not as well prepared for Winter Warmth event this year. Previous years we’ve had a grant to help continue this tradition. This year there is no planned venue/celebration so CNC members and volunteers plan to replace Decembers meeting with a night of kindness one hour earlier at 5PM, on the third Wednesday of December, 18th. We will meet at Lakeview Apartments 1170 Harrison St. at the front gate 5PM and walk through neighborhood with hot cocoa/cookies and donated warm socks/hats/gloves for approximately an hour. Hockey Arena Update: Representative Rob Johnson came to give a presentation about the new hockey arena being built at the Key Arena location. Oak View Group are the developers and community representative is Morgan Little. A brand new arena is being built, the roof will stay, as is, and will be supported during excavation. They will be digging a hole about 40 feet down to build a 750,000 square foot arena that will hold roughly 18,000 people. We can expect 44 home games to take place at the new arena, also 20 Seattle Storm games, about 60+ concerts, and 15 events slated for non-profit-community based venue for events like the giant free weekend health clinic. The hockey arena would be one of about 40 resident/businesses that make up the Seattle Center 74 acres of campus (Folklife, Bumbershoot, Ballet, Opera, Seattle Rep, Science Center, Imax…). About 12 million annual visitors at Seattle Center. In addition to the new arena at Seattle Center there is also a new practice space being built at the Northgate Mall. The Northgate Hockey facility will have 3 sheets of ice, with public access for recreational skating/lessons and bleacher seats for fans to watch hockey practice. Transportation is a key component to the future plans of the arena and Northgate remodel. The monorail, light-rail, busses all play a role to get fans to the games. The extended light-rail will also be key to connecting with the practice facility at Northgate. A top of line arena, with 8 loading docks, and upgrades will bring it to top 5 in nation. 2021 is opening date for Arena. It is predicted that 10-15% of patrons will be taking transit, but goals are as high as 25% if they can harness technology to inform people of their choices. Partnerships with rideshares like Uber/Lift etc… perhaps. Questions from CNC members was concern about lack of parking in SLU for amount of fans driving. Rob said they will be partnering with companies like Amazon to utilize all the empty underground parking that becomes available on nights and weekends (typically game times). There also is some parking spots available at Dexter Triangle for paid event parking. And some parking lots/garages on Mercer, as always, for events at Seattle Center. Art Party at YMCA Cascade Peoples Center was a success. We fed about 40 guests, but only 5 artist participated in hanging and showing art. We had less resources and no grant this time, so maybe that had an effect on the enthusiasm. Need more help spreading the word next time.
2020 DON Grant Application: Candi has started a new application at Department of Neighborhoods for Artwalk like last years. This time we can extended it from 6 months to 12 months for 2020. Last Fridays instead of First Thursday, so as not to compete this time, with Pioneer Square First Thursday art event. Roaming in Cascade again and perhaps Westlake Ave. at Bank venues. CNC will ask Peoples Center to be the January kick off opening venue date on the Last Friday in January. Other venues offered for the Artwalk are Bart Harvey Apartments and Lakeview Apartments. Anna has great idea to invite Youthcare Artists next time. That goes well with our recent conversations as CNC members around involving and encouraging youth at our meetings and events.

Announcements: Anna at Cascade Peoples Center has offered space for our art event and will help us, yay! Thank you to Anna, we planned to set up one hour before at 4PM art show is from 5-7PM on Friday September 27th. We have made a flier using the banner that Stephanie custom painted for the community. We have posted on listserve and social media, we need to also do hard copy and post in the neighborhood. There is no grant for this event, Felicia will help with food donations and Kim can help with a small cash donation. CNC needs to apply for a grant to continue artwalks. Department of Neighborhoods has some opportunities we looked into a few months ago.
Questions for SLUCC and District 7 Candidates: South Lake Union Community Council has asked CNC to come up with a couple of questions for the district 7 candidates at a forum held October 1st. We collected ideas from members and some main topics were discussed. A big concern to the members present was for our neighbors with-out homes and especially concerned about the preparedness of our city to deal with our neighbors with-out shelter during the approaching winter months. There is great need for ALL types of housing, at all income levels not just for high income earners. Another topic of concern was losing the SHARE storage space for homeless folks on Westlake behind Guitar Center. Much needed is to find space for peoples things, if they have no home, etc lockers, or storage space ran by non-profit similar to SHARE. Members also wanted to know how to have a MID program similiar to downtown and have big corporation fund it. In 2014 it was attempted to have MID in Cascade but small businesses did not want to be taxed for it. A lot of those businesses are gone now, as the older buildings are torn down and replaced by newer, taller ones.

Anna at Peoples Center reached out to offer venue for Harvest Potluck, CNC is flexible with a date, she will check the calendar and offer a few choices. Felicia has offered to help us feed people at our free events. CNC members agreed we will do something nice for LUV and make sure the SLU Village neighbors are invited to our events. It was agreed word of mouth works well for events but we still need to make sure we make fliers and post on community boards in Cascade.
Alleycat Acres has a few more garden work parties left in the season on Mondays 4-7PM in front of the center.
Ruth brought more items for CNC Rummage Sale fundraiser, thank you Ruth! It was noted we need to have another one soon, we have lots of new treasures.
Next meeting is October 18th a representative from NHL, Rob Johnson would like to give a presentation on the new Hockey Arena at the Key Arena spot and discuss impacts it could have on our neighborhood.

Denny Substation had their grand opening Saturday July 20th, and a free raffle was held for a brand new electric bike, and yours truly, Candi Wilvang, the CNC secretary, won the raffle! CNC volunteers spread the good fortune by raffling off a free bike at the CNC free popcorn booth at Movie Night Shrek in Cascade Park.
Block Party Success: Was a great success, the location was better blended with the park crowd (but very hot with the sun shining right on the booths, and no shade.) Umpqua Bank provided free much needed ice-cream,.. thank you! Matthew brought backpacks and Victory Lounge, Ma-and-Popcycle LLC, and our CNC garage sale fundraiser helped get all the school supplies. Shawna at ICS did not reply to our requests this year to be part of the NNO festivities. Kim stepped up as griller for the BBQ Hot Dogs that Vulcan paid for. Thank you Kim! And thanks Zoe for the collaboration, lot’s of fun!

Our nrwest member Felicia, had the wonderful idea of packing sack lunches and handing out in the neighborhood, or taking it down to the LOVE SLU Tiny Home Village as a kind gesture soon. CNC will work with Felicia to offer this and welcome any other volunteers that would like to help prepare or hand out lunches to people who need or want one.
Friends of Cascade Park held a meeting July 25th at 5PM and CNC members Kim and Candi were able to attend, a couple of others from community were there as well. Parks and Center staff discussed desire to bring custom art crosswalks to Cascade. Zoe gave park updates, the Parks and People Center mentioned wanting to hold a harvest event, similar to the one CNC hiolds at Peoples Center every year. Candi asked if they were intending to help us with ours? or combine the two events? and the answer was perhaps a weekend of harvest events. CNC members were open to idea of helping with a new weekend harvest event that the center wants to hold with Parks partners if we are invited to do so, but it was important to members that we keep CNC’s Annual Harvest Potluck as our own hosted event as part of our “placekeeping” so as to lessen confusion, and allow us to keep our signature event, 8th annual this year.
Peoples Center Inquiries: Members wanted to know if the community center was available for another Free Art Walk Event in September possibly last Friday. Candi was put on task to find out if we could book the center for Cascade Artists again. Mertiss and Candi will network for artists and food donations with our new biz cards. Other venue ideas for future artwalks included the new community space at substation and Sitka. CNC may want to think about writing a grant for longer run of artwalks this time.
Business Cards for CNC Executive Members: Our order came from Vistaprint 500 cards for $22.01 after tax and shipping. We agreed they came out very nice, each executive member took home a stack of over 100. We will give Eden’s to her next time we see her. Thanks Mertiss for suggestion, let the networking begin!

Cascade Neighborhood Council Meeting Minutes Nominations March 20th 2019

Announcements: Grants: Our Department of Neighborhoods grant for First Thursdays is ending in April, (possibly May if we stretch our funds). April 4th’s event at Lakeview apartments will be the 6th monthly event we’ve held with our $2,000 funds. It was discussed if First Thursdays can continue on CNC’s budget, without a grant, or if we should apply for a DON grant for an extended version of our trial First Thursday Art Walks. It was decided we will wait to see what happens with our $5,000 ask to Seattle Public Utilities Video Grant Application, CNC re-applied, after not receiving last year. Candi will submit the SPU Waste Free video grant application tomorrow, before the deadline on Friday. Awards for this grant do not start until July if accepted. The city provides the vests and tools and trashbags and pick up. We just need to plan a date at next CNC meeting. Idea to have a BBQ for the volunteers and community on that day as well.

Cascade Neighborhood Council Meeting Minutes February 20th 2019

Introductions: In attendance our guest Derek Hoshiko (For The People Consultant) Ruth, Candi, Kim, were early members for consultation at 5PM.

Our time with Derek would be one hour so we asked members what topics were most wanting follow up and after discussing, we chose Mentoring Youth was most positive subject to work on tonight.
Mentoring Youth:
Identifying an age range to reach out to. Members had different age ranges in mind, so it was good to pin point a range and define “youth” when doing outreach. CNC members came to agreement that Jr High and High school age youth would be appropriate for a mentor-ship type of model.
Mentor-ship roles as CNC members, it was suggested we could become supportive roles for young adults and teens wishing to engage in community building at their own level and interests. Student or Youth led council? How do we encourage that? It was noted we can be an organization that offers a place for students to do volunteer activities for service learning credits needed for high-school graduation requirements.
Derek mentioned involving youth would have to be interesting to the youth themselves, to want to attend a committee or “council”, that the model currently CNC established, would be way too boring for young adults or teens. Derek says we should use our next event to do some role playing and engage with youth, get some ideas, and some “buy in” from them. Candi suggested we could start with one person, or perhaps a team of two, to start, could be enough momentum to get the ball rolling and create next steps.
Ideas generated at tonight’s meeting were “Cascade Youth Commission” with topics that are important to them common ones we’ve heard thus far, were Climate Change, and Gun Control. Derek mentioned how important the space be Anti Patriarchal and Anti Racist to be welcoming of all people. Derek suggested CNC members look for training opportunities in these fields in order to be effective mentors. Perhaps incorporate it into a grant in order to get funds for training.
Candi suggested that for younger youth, she is still interested in starting a volunteer Childrens theater/performance in the park again.
Places we can do outreach with-in Cascade, apartment buildings, YMCA BOLD/GOLD (but it was noted most the youth from that prgram are not from Cascade but all of greater Seattle) Youth-care, were also mentioned as a possible place to outreach. Pacific Science Center has a lot of youth engagement events and could possibly be a model to look at as we listen to more ideas.

Presentation from Fairview Bridge Team: The 65 year old timber bridge on Fairview is needing replacement and construction could begin as early as October 2019 and take about 19 months to complete. Currently the team is reaching out to stakeholders and briefing them on detours and prep work. Full closure of bridge expected in Fall of 2019. Traffic will be detoured onto aloha and up to Eastlake when bridge closure happens. New traffic signal at Eastlake and Aloha and traffic calming features. Focus is on keeping traffic moving as best as possible during construction. Temporary parking changes, and new time limits on near by streets.The newly constructed bridge will have viewing bump outs opportunity. Ruth had question which tribal land is this area effecting, and the answer was Muckle-shoot. The tribe wishes the least amount of intrusion to the fishery habitation, which included a request to keep lighting off of the lake water itself as not to disturb the natural environment. CNC members wondered about safety in the area as its a hang-out spot for some people with-out homes. The Fairview bridge team stated they are listening to many concerns and balancing them in a compromise to make sure the Salmon and other species habitats are least disturbed.

Announcements:
Allison introduced herself and her work with Alleycat Acres on the garden surrounding the Peoples Center, separate from the p-patch program but closely partnered. Please check out more info at their website link http://www.alleycat-acres.org/ Allison also gave an update that CPAC (Cascade Park Activation Committee) is no longer a group and instead re-focusing the direction to more like a “friends of” Cascade Park model. SLUCC (South Lake Union Community Council) no longer will be controlling the funds of $50,000+ allotted for park activities and instead has been moved to YMCA/Cascade Peoples Center for stewardship with Allison, Zoe, and hopefully a growing diverse group of neighbors. YMCA will be hiring a new “Josh” soon and the new staff person will have more time devoted to working with Cascade neighbors on collaborative ideas. Allison is still hoping to be putting together a diverse committee to oversee and guide community building around the park and center as it relates to past and forthcoming funding for programming. CNC members have previously written support letter for this, and stated tonight, CNC are willing to participate on a steering committee by providing an executive member at the future meetings, but also stated how important we feel the meetings should be open for anyone who wishes to attend. This is an effective way to get a broader more diverse board making decisions in our neighborhood. Members mentioned the on-going wish to have our own community space again, ideas such as a storage container we could eco-renovate aa a sustainable model like the work CNC did at Peoples Center. A community place to meet and organize again. Thank you to Allison for coming to our meeting we enjoyed the exciting programming offered last year, and hope we can make some new things happen as well, we look forward to it.
“Your voice Your Choice” deadline is this Friday and CNC has not submitted ideas this time around but has opened the support for members that wish to pursue an idea and can attend some follow up on the behalf of idea submitted.
CNC has been invited to try again for the SPU Reducing Waste Grant. Candi spent 1/2 hour phone consultation with grant coordinator. They had many recommendations on how to make our application stronger this time. Grant is for minimum of $5,000 (which is pretty high for us) CNC’s idea of Rummage Sales works well with this grant. Places we can make it stronger would be incorporating more business support, and targeted audience. (youth ideas fit well with this grant) We can not pay money to youth for their help at Rummage Sales but we can offer gift cards. Stronger volunteer match is needed (more people volunteering) It was also suggested CNC could submit the grant via a video. Candi will be exploring this idea at our March 7th Art Show and Barter Fair where we are running a test run of our monthly idea for this grant.
Treasury Report: CNC Balance is 164.51 and $125 was spent at H&R Block for end of the year tax reporting for 501 c3. Candi and Kim donated $150 to CNC for this expense. Also upcoming is an $18 annual website fee. We are waiting on a reimbursement in the mail, from our art walk grant from DON of $373.53.

Pat Williams Event was low attended but very fun for those of us that participated. We held a free raffle and Pagliacci donated pizza, and lots of beautiful art was presented. Thank you to the staff at Plymouth’s Pat Williams Apartments, for letting us host the event there. Thank you to Bee, for help with this event, and Kim and Stephanie for continuing to volunteer set up and clean up at this monthly free event for our neighbors. Historic Preservation: members commented on the Row Houses being fenced off shortly after our walk through the neighborhood last month. Also in the news were the expected demolition of one of the oldest and cherished music clubs in Seattle, here in our neighborhood Cascade, The El Corazone formerly the Off Ramp, Graceland, (and other names) on Eastlake and Denny is considered for demolition? Where is the oversite and Historic preservation community, how can CNC steer-head a way to save this building and others from a fate similar to the Lillian and Row Houses? CNC needs to act quick in making connections with historic preservation organizations. Lots of other historic buildings exist on Eastlake and The Brick Layers Building on Fairview, City of Seattle owns it, is also on our list of potential historic sites that should be preserved.

Cascade Neighborhood Council Meeting Minutes January 16th 2019
Location: 1170 Harrison St. Lakeview Apartments
Special walk in neighborhood with new Department Of Neighborhoods Community Engagement Coordinator Laura Jenkins at 5PM Laura, Candi, Kim, Sage, Bea, Allison, and Brent went on walk. We discussed how CNC and neighbors tried very hard to save the Row-houses on Republican, but some strong arm tactics were used, at the time, to gain maximum profits for that site. Including the owner, (SLU Community Council Executive Member (s) lied on her application that the house was not over 50 years old. It was of course over 100 years old, and gained her a “Turkey Award” as top 5 unfortunate, architectural losses, in the NATION. https://crosscut.com/2017/12/historic-preservation-heritage-demolition-2017-wrecking-balls In January, Seattle’s non-profit preservation authority, Historic Seattle, became aware of a major problem with the way Seattle issues demolition permits. The case was the demolition of an 1898 house in South Lake Union (on the corner of Republican Street and Minor Avenue) that had been identified by a city survey possibly landmark-eligible as one of the last examples of 19th century residential homes that once populated the Cascade neighborhood. Despite its age and relatively good condition, the structure did not go through a landmarks review and was demolished in 2016.
According to Historic Seattle’s Eugenia Woo, the developer’s demo permit application was inaccurate and misleading in claiming that the house was not at least 50 years old (it was 118 years old). Nor was it disclosed that it was part of a larger development of an adjacent property, which might have triggered more scrutiny. So, instead of a landmarks review, the house was torn down, no questions asked. That, Woo says, exposes a loophole or disconnect in city process. How could demolition of a potentially historic structure, identified as such by the city itself, be accomplished so easily? Where is the cross-checking or fact-checking of applications? A spokesperson for the Department of Construction and Inspections says that given the site’s zoning the house was too small to trigger a referral to the Department of Neighborhoods for a review as an older building. Says Woo, “The applicant got away with destroying one of the few historic houses left in the Cascade neighborhood. What’s wrong with this picture?”
After destroying the one house, it made the rest of the historic row-houses easier to destroy the integrity of, making them harder to save. CNC members tried hard with a petition to preserve this treasure of Cascade, the rowhouses, and came very close to a victory, convincing the preservation board to designate them historic, in majority 5 to 4 vote, but 6 votes is the magic number needed. Seattle’s Landmarks Preservation Board voted 5 to 4 to designate the property at 1170 Republican St in the Cascade neighborhood. However, they needed 6 votes to pass. The issue came down to the property’s integrity and ability to “convey its significance.” Representatives from the Cascade Neighborhood Council (CNC), including CNC’s secretary Candi Wilvang, provided testimony and presented a petition signed by 35 members supporting its landmarking. Eventually the historic 1800’s row-houses will be destroyed and become casualties of the fraudulent application submitted by SLUCC member (s). A similar scenario happened with the Lillian Apartments, which have been well documented in the press and with a documentary movie named The Lillian.
Historic Preservation is very important to CNC members and included in our bylaws. CNC performed a historic survey of Cascade in 2003/04 and the results can be read on our website https://cncouncil.com/ Members agreed on our walk, we need to reach out to Historic Seattle and identify other organizations, that would support our plight to save some gorgeous buildings, before more are torn down without proper oversight. It was suggested that we do an updated Historic Survey of our neighborhood and compare to the 2003 one. Other sites visited on our walk were Historically preserved buildings like Jensen Block Apartments, Cascade Shelter Project, the Smokestack, Alley 24, Laundry buildings The Brewster (CHIP) . And not protected buildings like Home Deli building, Grandview, Carolina Courts, The Carlton, Lots of historic commercial space on Eastlake, Victory Lounge, It was noted the strong presence of music and art scene in the neighborhood before the on-going gentrification. There are also 2 historic churches, Russian Orthodox and Immanuel Lutheran. And the Bricklayers Building, on Fairview is owned by the City of Seattle, and CNC members have had our eye and ear on what the City plans to do with that unique building and up-zoned land. It has changed directions many times, but the latest we heard from city, is it will be an extra hub space for the street-car. In the past there was talk of using that space for affordable housing or desperately needed public community space. But those talks have ceased favoring streetcar maintenance facility. This is most disturbing, to some CNC members, that the city once again has fell through on promises to help the homelessness crisis caused from lack of affordable and low income housing.
Other spots we visited, were Cascade People’s Center, which CNC were founding members of in 1999. CNC and neighborhood organizations, with help from a mostly volunteer staff, ran free progressive programming for over 10 years, like Children’s Theater, After School programming, Free Non Profit meeting space for Seattle Area Non Profits, Breakfast for people without homes, Friday Family Fun Nights, Parents night out, Job training for people released from jail, and received close to half a million in grants to eco-renovate the parks building. Re-design of Cascade Park, with partners like Vulcan occured in 2005. Current tenants are YMCA Bold and Gold program beginning 2012. And the P-Patch surrounding the peoples center is now managed by Alley Cat Acres. CNC occasionally gets use of the People’s Center space to continue traditions, like CNC 7th Annual Harvest Potluck, Neighbor Day, Fun Nights, Art Walks, Movie Nights, Potlucks, Rummage sales…But the space becomes harder and harder to book because of the high turnover in staff at Peoples Center. CNC has found other spaces in the neighborhood to continue their rewarding work, such as community rooms in the low-income buildings throughout Cascade. CNC members look forward to new community space opening at The City Light Substation, (also a feature of our neighborhood walk.) And is grateful for the times offered at YMCA Peoples Center for our continued volunteer service.
Other features of the walk included a stop at the Outdoor Garden Library and Public Art Space for free commissioned local art. Currently a Heart Sculpture by artist Paul Pauper. It was noted on our walk that more public art is a common thread we hear from members. Places suggested could be on cable and city maintenance boxes, and murals on either, or both park walls. (Huge amount of wall space) The park mural idea has been in the works since 2014, CNC members have had some challenges with funding, this expensive endeavor. Most grants require that applicants pay for their project, up front, and then get reimbursed. With being a mostly low-income executive board, we have made strides, in getting artists to volunteer a lot of their time to this idea. Bringing down the expenses to a more affordable range for our grassroots org.
Also mentioned by members, were the immediate opportunities we have for artists right now, for free, at the First Thursday Art Walk and at the garden site steward by volunteers Candi and Kim. A call for artist to commision art for free at the 2019 First Thursday, Heart of Seattle Art Walk is on-going through a grant with Department of Neighborhoods next one will be at Pat Williams Apartments.

Announcements: Laura Jenkins introduced herself as the new DON Community Engagement Coordinator. Karen Ko is officially retired. She says she will be managing a broad area with lots of neighborhood councils, and if we need anything or have questions she gave us her card. It was noted that Neighbor Day which is typically in February has now been moved to a May event for hopes of better weather in May compared to February. Members wanted to know what Neighbor Day has been in the past. CNC has been participating since 2007 when there was no date assigned to the event, could do it year round etc… In the past, we have done outdoor children’s theater performances, art installations, flea-markets, concerts, book fairs, bbq’s, neighborhood clean-ups, and sometimes a combination of a few of those ideas. Members requested and asked if Laura could be at our third Wednesday April Elections CNC meeting to count our ballots for us. She said she will check her calendar to see if she can be available. Derek Consultation Meeting Recap:
#1 Mentoring Youth: members felt it was important to define what the ages of “youth” are for this outreach. Are we looking to have a youth fill one of our executive positions as a learning experience, and mentorship? Or would it be better to open a 5th executive position, to a “team” through a youth committee, to not put pressure on one person, speaking for all youth. Eden asked if CNC has volunteer opportunities for service learning credits and we told her yes, we do at events, next one is Artwalk in February. Candi mentioned her continued desire to volunteer coordinate children’s theater again for teens and younger youth.
#2 Power: Only one CNC member was able to watch the Placemaking vs Placekeeping video that Derek sent an e-mail. Candi found it to be very inspiring and reassuring that our volunteer service matters. A lot of what CNC already does is Placekeeping. 2016 SLU Art Walk is an example of Placemaking from SLU Community Council and Chamber. The 2016 Artwalk is an important story of Placemaking vs Placekeeping. CNC’s Placekeeping assures lower income people are able to participate, and should not be feared, but helped. Without our Placekeeping in 2016 at the Artwalk, there would have been no venues opening their doors for lower income neighbors and artists. With CNC’s participation People’s Center opened their doors for low income artists to display at 2016 SLUCC Artwalk, and other organizations followed.
Members saw the 2016 Artwalk event through different lenses, some members had no knowledge of CNC’s role in the 2016 SLUCC Artwalk. One example being, Local Artist, Yoona Lee, did a free public art mural for the garden representing Historic Preservation. Feminist Mural in Amazonland: Seattle artists Yoona Lee and Dionne Gonzales have painted and put up a feminist mural for the “guerrilla garden” at Harrison and Minor, at the northwest corner of Cascade Playground. The piece, Yoona explains, “was designed as a tribute to the Cascade neighborhood—that gritty seat of industry in the early 20th century—and particularly to the female workforce, including its plucky laundresses (originally called ‘waste girls,’ a cringeworthy name). We wanted to represent the various industries that had been prevalent in the neighborhood and anchor the piece with a strong-willed, racially ambiguous laundress. The feminist slant came from us both working with the 3% movement in Seattle at our agency, Y&R Group Seattle.” The mural will be up “as long as it lasts,” located in a zone where public housing and Amazonian condos intersect. CNC keeps people feeling welcomed, in our neighborhood, regardless of their situation. CNC members have disagreements about Power and what it looks like in Cascade/SLU. Some members feel that our talk with Derek and minutes show that some long time members have been hurt in the past, and need a lot of healing, in order to bring the organization to a more positive place. Newer members stated that long time members are not positive people. On the other side, are the long time CNC members, pointing out that it is the community, that needs “healing” from the misfortunes that continue to happen in Cascade to the buildings and people. The long time CNC members see themselves as very positive people, doing rewarding volunteer service, through CNC. CNC organization is very transparent. A majority of the CNC members do not want to drag this conversation of Power out, with more meetings in between meeting Derek again in February. It is best to have him with us, as an outside observer to our challenges. CNC looks forward to our February meeting, needed to be scheduled right away, as this conversation causes anxiety and tensions between neighbors/members. We would like to talk more with Derek at our next meeting, about how to have one-another’s back. Nominations and Elections for 2019/20 Volunteer Executive CNC Board is in March. Need to discuss organizational norms, narrative, roles, the different lenses we see through, etc…Also to talk more about the relationship with Vulcan and SLUCC and CPAC.
CNC wrote good faith letters, to City Departments, last year, at request of SLUCC’s new committee CPAC. Cascade Neighborhood Council members were starting fresh, with SLUCC collaboration through CPAC meetings. But those meetings have ceased to exist (again). CNC is still not treated as equal stakeholders by City. SLUCC/CPAC refuse to understand how their actions cause anxiety to our lowest income neighbors in Cascade. Community Space like Gazebo being torn down is latest example. It creates a hostile environment, between us and our poorest neighbors, understandably.
#3 Connections: CNC continues to grow its relationships. Umpqua Bank have been wonderful partners, Vulcan has done lots for our neighborhood, and still partners with CNC on Backpacks for kids at block party, recently this past year Capital Cafe has been great neighbors too. We have small businesses and other non-profit organizational support, and they are very loyal to CNC and our mutual needs and wishes for Cascade.
Treasury Report: Ruth could not make it to this meeting due to a conflict in schedule, but Candi gave an end of the year report that members are preparing for H & R block.

Next Art Walk is planned at Pat Williams Apartments February 7th, 2019 First Thursday of the month. 5-7PM Food, Music, neighbors and lots of ART! Brainstormed more ways to get the word out to artists. Path with Art was a success and we should try to include them again. Fliers, Word of mouth and craigslists. It was suggested we list it on DON’s event page. Mertiss had a comment at last artwalk to focus more on the art, and wait to bring in food at mid point through the party, so people don’t eat and leave. Bea suggested we get command hooks with double back tape to hang the art this time, making it less intrusive to the walls at venues offering space. Candi will order some with the grant funds. Donation Letters have been sent out for donated pizza for the event. If no pizza place pulls through, we will buy pizza with the food portion of our grant budget. Sage has some veggie and fruit vouchers she can donate again. The apartments have a 5 gallon water jug we can make iced tea or lemonade or both. The Cascade Neighborhood Council is sponsoring art walk & community mixer, at Pat Williams Apartments next. We would like to extend a warm invitation to display your work again, this time at the Pat Williams Apartments, (next door to Immanuel Church) 219 Pontius Ave. Their community room is lovely, and there is plenty of room to show your work. New Public Art Ideas: CNC members discussed an idea to have public art on utility boxes. Sage thought it would be nice to incorporate the Cascade Historic Tiles that are embedded in the sidewalk through-out the neighborhood, into a collage for artist photographer to do a project for the signal boxes for under $5,000. Members inquired is this feasible to write into the grant Candi is planning to write in order to extend the artwalk another year. Candi says she was not prepared to write one for over $5,000, mainly due to not having that kind of money to be reimbursed. Laura suggested there are many deadlines to these grants, and some are on a rolling basis, so no need to rush. The only stipulation is you can’t apply for more than one at a time from Department of Neighborhoods. Other ideas for art on utility boxes was to incorporate artists and poets from Path with Art. Kim thought it would be great to incorporate the past activism (the tiles) with the present activism CNC does, through art project on boxes. It was suggested we start a Google Document to share ideas, contacts, bids etc, for signal box/cable box art.
Also, Candi stated, there are still funds available in the current CNC grant, for a March and April Artwalk, because we have been under spending at the events. CNC has spent 1/2 of our $2200 grant, and it has covered 3 art walks, and will cover 3 future ones (February, March and April) We can do smaller projects with those funds while we continue to gather more info and ideas for future grants.

Need to contact Peoples Center for availability. Members went to Immanuel Lutheran to speak with them about using the church for an upcoming meeting or event and are waiting for reply. Members want to find out when the Substation Opening Day is. Was CNC invited yet? Could we find out the procedures about using the community space there for artwalk or CNC meetings and future ideas.

Caution to members: It is not appropriate to represent CNC, if CNC full membership, or executive members, have not been invited. CPAC members should not be blind CC’ing CNC members in e-mails. CNC works hard to stay transparent. If said groups want a diverse board like CNC, they should come to CNC meetings, and invite us to theirs. This is especially important when receiving funding on diversity claims. This is yet another example of what long-time members have had to overcome. This could be included as a topic for discussion with Derek at next consultation.
Cascade Neighborhood Council Meeting Minutes December 19th 2018

Introductions: In attendance our guest Derek Hoshiko (For The People Consultant) Eden, Teri, Ruth, Candi, Sage, Kim, Cynthia, Larry, Shela. Karen Ko from Department of Neighborhoods joined us at second half of meeting.
Consultation Meeting with Exec Members 5PM: Sage purchased a 2 hour consultation with Derek Hoshiko at a For the People launch party Silent Auction for the CNC. Thank Sage! And thank you to Derek for attending to to learn more about our organization and offer some solidarity tips and strageties for social justice in our neighborhood. Candi and Derek had a phone conversation previous to the meeting and Derek pulled three main topics out to discuss at our first meeting with him.

We went around the table and each member commented on the three topics that Derek had prepared.
Mentoring Youth: Lasting community History and Knowledge about Historic Preservation and Gentrification, Low Income and Affordable Housing Support. Seems to be more need in summer for Youth Activities and Winter seems more need is in people living without shelter. Candi’s interest in Youth Theater. Sage mentioned Alley Acres food program opening a door with Youth Care Org. Kim’s idea of mentoring program on CNC exec council. Derek will help us talk about what that could look like next time we meet.
Power: Consensus that Vulcan, Amazon and other developers have an overwhelming amount of money and power, and continues to grow, while grass roots orgs (less wealthy) struggle to stay afloat. Losing lease to community center to YMCA, in 2012, losing outdoor meeting spaces like Gazebo recently, Park becoming unwelcoming, being asked by CPAC not to fund-raise due to confusion with their org. Retaliation from Parks and neighborhood Church because Vulcan/Amazon members are on all boards/committees with no minutes. Asking honest questions about SLUCC and CPAC transparency issues? Parks states we are paranoid, Being thrown out meetings, told we are upsetting people etc…Same deal for 20 years. Roles never change in hierarchy, only treated as less than equals with the multi million/billion dollar organizations. Public Space being privatized with Parks help. Exchange of money to and from Parks to Vulcan to DON etc.. CNC members expressed how hard it is at the Tiny Home Village meetings having to “confront” NIMBY’s. How depressing it is to be yelled at by welthier people thinking we do not have the right to live in SLU/Cascade. The hypocrisy of chasing poor people out of parks and sidewalks, and p-patch, because they might have addiction and alcohol problems, so wealthier people can drink and party at beer gardens and bars and restaurants. Kim mentioned how Mirabella has lots of power too, and how some of their board members have out loud told CNC members that CNC is not recognized as an important entity in our neighborhood. People with money feeling they have nothing to gain by partnering with our org. Money verses Volunteer labor? SLUCC/Vulcan/Amazon choose to hire staff to take over our events and exclude us openly. The challenges CNC has had to be able to continue the events we’ve fostered, and volunteered at and wrote grants to have, Neighbor Day, Winter Warmth, Block Party, Movie Nights…Parks Department openly thanking Zoe, for making “everything better” No thank you to volunteers that were the catalyst. SLUCC asking Zoe how Harvest Potluck went? Zoe having to say that is not her event, but a CNC hosted event. Trouble booking Peoples Center, Church, and Community Spaces that have taken money/donations from Big Business. Purposely being casted as trouble makers, instead of equal stakeholders at CPAC meetings. Not much diversity in the SLUCC, CPAC, Denny Park coalition, compared to CNC’s membership. Derek mentioned “Power Mapping” and has suggestions at next meeting about focusing on positivity, and self care and will offer tips on how to take time for ourselves to avoid burnout.
Connections: CNC connections we would like to make in partnering with other orgs for causes that are important to our members. Success and Challenges, longest lasting relationships have been with SLUCC and Vulcan. CNC partnering through the years on Cascade Peoples Center Renovation before 2008, and continue to help us give back packs to kids every year at block party. But SLUCC board, South Lake Union Community Council, was created in 2009, has openly squared off with members of CNC on hot opposing issues many times. SLUCC is also the acronym for South Lake Union Chamber of Commerce, the business chamber that CNC can not afford to be a part of. Derek said he appreciates all that he sees we are doing in the community but understands we want to have a voice on issues as well. He suggests that we use capacity building, at CNC events, as an organizing tool with rallies, speakers, petitions etc…We will need to talk more about the concept “placekeeping”. He will explain more about that at our next consultation. This one hour actually went 1 1/2 hours. Derek thanked Sage and the members. We will plan our second consultation with him in February 2019 after we’ve had time to digest and develop more talking points. A Very Big Thank You to Derek from CNC.

Calendars Fundraiser: Raised $25 at Winter Warmth Event and another $10 and $12 at tonights meeting for a total of $47 raised so far. Ruth also donated an additional $25 to CNC at meeting. Thank you to Ruth!! And everyone who purchased a calendar this year!
Treasury Report: Balance is 101.81 CNC spent a total of $365.62 for Winter Warmth Artwalk supplies, decorations, and food, of the art grant funds available, and have sumbitted for reimbursement to the city. DON has been aproved and reimbursement check to CNC will be sent in mail this Friday.
Old/New Business:
Letter to Transportation Division: Sage has been working on contacting SDOT about some dangerous intersections on Denny Way and Stewart. SDOT reffered her to Seattle Police Transportation Department and she needs our support in making the area safer for pedestrians and bikes and cars. Sage will work on letter and get it to Candi to put on CNC letterhead. We want to move fast on this before the year is up. Sage told us to look up the “Don’t Block the Box” Campaign/Law for more information on the solution we will support.
Winter Warmth a great Success! Sage was a big help in finding artists to join us. Sage also spent $50 of her own money to purchases 10 gift cards for artists, wow, thank you Sage. A well attended event, 10 local artists displaying art at Peoples Center 50 neighbors and guests. CNC had an art piano donated and available for play at this artwalk. Amazing mix of income of people including those without homes. Chili over rice with cheese,sodas, waters, hot cider and cocoa/coffee. Thank you to Sage for Safeway Veggie Vouchers. CNC gave out hats, socks, scarves, t-shirts, gloves, and held a free raffle for prizes. Made ornaments, listened to live music. We took extra Winter Warmth Items to Lake Union Tiny Home Village. Thank you to Capital One Cafe for helping collect items for Winter Warmth. To each and everyone who displayed their art, we so appreciated your participation. A Call For Artists: Next Artwalk is planned at Bart Harvey Apartments January 3rd, First Thursday of the month. 5-7PM Food, Music, neighbors and lots of ART! Please join us at this free event sponsored by a grant from Department of Neighborhoods and Fiscal Sponsor Seattle Parks Foundation.The Cascade Neighborhood Council is sponsering another art walk & community mixer, at Bart Harvey Apartments. We would like to extend a warm invitation to display your work again, this time at the Bart Harvey. (The Bart Harvey is just a couple of blocks from the Cascade Peoples Center.) Their community room is lovely, and there is plenty of room to show your work.
DON Karen Ko: Brought Viaduct Closure information fliers to hand out to members. Also, Karen announced she is retiring from Department of Neighborhoods. CNC has had a long relationship with Karen, and we expressed appreciation and sorrow, and joy thsat she is retiring. Karern said she will let us know who her replacement will be soon.

Announcements:
Capital One Cafe is having a winter warmth drive for CNC and has placed a box at their location on 333 Westlake Ave N through December 6th, in time for us to collect hats, gloves, scarves, socks, and give away at our winter warmth event. Please visit Capital One and try their cafe and drop off a hat or gloves in the box!
Umpqua Bank wants to have a Toy Drive with CNC for low income kids in the neighborhood. Kim is the lead and will be getting a count of kids, and ages and work with Umpqua on a date for a toy give away in December. Need a venue to host this give-away, perhaps a LIHI building or Peoples Center.
Winter Warmth Artwalk, made possible through a Department of Neighborhoods grant, is December 6th on First Thursday, 5-7PM. Sage and Candi are the leads on the artwalk and have been gathering artists to display their works that night at Cascade Peoples Center. Kim and Candi also got an art piano donated to CNC, and our neighbor Mark has offered to play it at the artwalk. There is still time for more artists to join us that night, if you would like to participate please contact cwilvang@yahoo.com to find out more details.
Sage, Candi and Kim attended For the People an organizing event based on social, climate, and race justice. Sage bid on and won a free consultation for exec CNC members to have with Derek Hoshiko. FTP specializes in holding organizations to be accountable to their community. We will be working with him to schedule a time he can come and lay some wisdom on us! Eden suggested we try to get him before one of our regular CNC meetings on a third Wednesday. TBA when that will be.
Heart Benches in Cascade P-Patch Cascade P Patch volunteers will be organizing a work party this Sunday to prep for the arrival of two art benches in the shapes of hearts that will be designed and installed by artist Paul Kuniholm. CNC will be contributing to this project through the Artwalk Grant and hold a ribbon cutting celebration with food and music for “Heart of Seattle” First Thursday Artwalk in February.
Calendars Fundraiser: Candi has designed 2019 Calendar for a suggested donation of $15, proceeds will go to CNC. Calendars will be available at the December Artwalk.
Treasury Report: Balance is 586.86 Expenses were 424.08 for Day of Dead Artwalk Mural and Celebration which has been reimbursed very quickly through Parks Foundation, our fiscal sponsor, for DON art grant, and is included in the balance amount. New expense of 57.91 for storage space, ground floor, at Public Storage on Fairview Ave. CNC will store piano and other art assets until end of our grant in March. Storage is not full yet but contains popcorn machine, snowcone machine, art banners/murals/canvases, community info boards tri-folds, tents, rummage sale donations, comminty model sailboat, and piano until we write a grant for this Summer Piano’s in Cascade Park.
Old/New Business:
Gazebo demolished the day after our Harvest Potluck Event at Peoples Center, with-out any community input. There was retalliation against members of CNC, by hurt neighbors that thought we had some kind of say in the matter. Not so, CNC has worked to “save” it many times, from demolition because we need it for meeting space. It is one of many spaces that are being “transformed” for other use. It is becoming increasing harder for low income and homeless neighbors to exist, organize, help one another, etc, with the constant destruction of spaces that used to be welcoming places. Members notice that things are not “better” and wonderful as some new groups proclaim about Cascade, and in fact the people with-out homes is growing, as always, and they are litterally being pushed to the curb on Minor st.
Candi has been attending CPAC meetings and may have a donation of Daffodil bulbs (1000) and would need to arrange a work party to help get them planted. Other idea was to hand them out as a gift to neighbors at the Artwalk. Candi will keep in the loop on the offer. Other topics at meeting include Denny Park activities and money being offered again to most likely SLUCC. Candi inquired if the funds were a competetive process or if SLUCC gets the over 50,000 dollars annually with-out a competetive process.
Day of the Dead mural and artwalk went over well. It was low attended as we were rained out to have it in Garden and Lakeview rec-room was not finished on time to have our event in there, so we moved it indoors at Kim and Candi’s and squeezed 20 neighbors into our place! We stayed with in our $500 budget at $430 and have already been reimbursed from our fiscal sponsor Parks Foundation. Highlight was that it was catered for free by Panera Bread giving us an extra food budget for December’s artwalk! A big thank you to Panera Bread and a Thank you to artists Stephanie Edgar and her helpers Sage and Candi for Garden Mural. We will be displaying the Day of the Dead mural at the December artwalk at Peoples Center, for those that haven’t seen it yet.

Cascade Neighborhood Council Meeting Minutes September 19th 2018

Announcements: There were no annoucements, we went straight to Denny Substation Presentation.
Denny Substation Update: Michael Clark and Bob Derry had information packets with time schedules and a quartelery report to hand out to us. “The Finish Line is in Sight” (in attachment) Neighbors were curious when new substation would be opening and construction over with. Construction will continue through-out the growth of SLU as new buildings are built and have to be cut into the new grid. But the bulk of the main power cables have been laid and are ready for service. Mostly Amazon and Google and big businesses will pay a “Network Rate” at a higher premium, for the upgraded service, this cost is not going to be charged to residents. Fairview construction has to be late at night as to not interfere with freeway on ramp and off ramp traffic.
Sage who lives at the Brewster, next door to the project, was concerned about their building having an address change, it is most likely they will need to, and it will be the responsibility of the manager at Brewster to inform the residents about the change of address.
Michael also touched on the public benefits that were offered through the lobbying efforts of the “task force” CNC/SLUCC put together a few years ago. Cascade benefits include newley paved streets, pedestrian lighting, and sidewalk improvements. The Mosaic Photo Tiles were replaced during the new paving on pontius in front of Peoples Center. There was also a “1% for arts” alloted in the substation design and have chosen a metal tree sculpture. SDOT is also transforming Thomas Street as a “festival street”, and seperately, because of the Alley Vacation of Pontius. There will be public space offered at the Denny Substation site, a small dog park and Cultural Center. Cultural Center will be staffed by Seattle Office of Arts and Culture and they will also currate art there on site. The community center will be partially ran on solar energy, and CNC is hopeful we will have a new meeting space offered for our public meetings. Some had concerns about dog park having fake turf, and would like to see more natural landscape that fits with CNC sustainable guidelines. Candi will provide Michael and Bob with a link to the guidelines http://www.scn.org/neighbors/cascade/sustguid.html which encouraged the creation of the Swale on Yale and the Eco-Renovation of the Peoples Center many years ago.

Old/New Business: Kim reported that the SLU Tiny Home Village is moving forward and will consist of 22 units. Possible opening date is in October. He will find out the name of the navigation team referral for our Cascade neighbors with-out homes to have an opportunity to live there temporarily in a program designed to move them into permanent housing.
Applying for a New Grant: Candi has submitted the grant to Department of Neighborhoods for $2200 for a once a month artwalk in Cascade on First Thursdays for 6 months. First one begins in November if we get the grant. Josh said we could have Decembers at Peoples Center and the Church is trying to book us to use the church as a venue in January or February. Sage and Candi and Stephanie are looking into mural possibilities on the utility metal boxes around Cascade and lots of members are still very intertested in getting murals done on the playground walls. These ideas will need to be applied for funds in a seperate bigger grant, that we will be working on.
CNC Meeting Space: We are in contact with Church and Josh at Peoples Center has us on their Calender for Harvest Potluck October 27th Friday 5PM and First Thursday in December for Winter Warmth and Artwalk. And possibly in the near future there will be community meeting space available at the Denny Substation site.

It was suggested that we collect Winter Warmth items at the Halloween Event in the Park. Next Event Ideas: Plan for New Years Kids Party, and our traditional Winter Warmth Event at Peoples Center in December. and in Feb Valentines Father Daughter Dance, and also Neighbor Day.
Eden had an Idea in December to do a gift giving tree at one of our events and get organizations to donate a toy or other gift to low income kids in the neighborhood and give the gifts out at our Winter Warmth Event or create a special event for specifically this cause.
smART grant: Candi reported that the Seattle Office of Arts and Culture grant has been completed and we submitted an invoice for our grant award of $700. We will be expecting a check soon, and this will replenish our CNC bank funds, which are under $10 right now. No food was allowed to be reimbursed in this grant so Kim went out on his pedi-cab and made $100 that he donated for hot-dogs for the neighborhood for Block Party. A Big thanks to Ma-and-Popcycle LLC!
2018 NNO Block Party Success: CNC held their 7th Annual Cascade Block Party on our block this year at the request of neighbors and volunteers, CPAC also held festivities in the park. Matthew from Vulcan came and handed out lots of back-packs to kids and families on our block. CNC had plenty collected for school supplies, in fact we had more back-packs and supplies than needed for this event. Thank you to Vulcan, LIHI and Victory Lounge for your continued support for this. We were able to catch a few more kids at this CNC meeting tonight and hand out a few more back-packs and supplies. We also had extra supplies for our neighbors with-out homes because they were “swept” from the area on Minor Ave. the night before our block party, by police, with no notice to CNC. The police stopped by our event, the mayors office, and we heard Department of Neighborhoods attended the park festivities, a long with a successful raffle from SLU Chamber businesses. CNC held a couple of raffles too for a fully loaded back-pack with fun items and a movie ticket. A BIG THANK YOU to DJ Larry, who played great music, to Umpqua Bank for free ice-cream, to all our volunteers for handing out popcorn and snowcones! Treasury Report: Our bank statement did not come on time for report of balance at this meeting, and no-one was able to get to bank to inquire but, we know it is under $10 and we are in desperate need of another fundraiser. Candi’s Facebook fundraiser raised $300 and we are expecting a third and final check from Network for Good in the amount of $100. Thank you to Eden $50, Kim $100 and Sage $35 for your cash donations to CNC since last meeting and Ruth for always donating new items to our fundraising rummage sales!
Old/New Business:
Applying for a New Grant: Candi is eager to get started on a new grant that we could apply for through Department of Neighborhoods. Idea to start and host a First Thursday Artwalk with greater goals accomplished like Park Wall Mural. Sage was also interested in helping the grant application, and had idea to paint the metal boxes in the neighborhood with a vinyl sticker, she will research more about it. Candi and Sage will meet inbetween next meeting to work out ideas, and Candi will get the ball started on webgrants application process. DON will most likely assign us someone to help make our proposal strong for acceptance.
Members were asking each-other about the homeless sweeps and where did all our neighbors with-out homes go? Most thought they are moving around from place to place might be on eastlake under freeway or on Mercer besides the I-5 on ramp.
Members noticed that the new painted lines in diagonal spots seem to be spaced thinner apart making it more difficult.
Inviting Denny Substation to our next meeting: Candi had no luck contacting them e-mail yet, for a rep to come to one of our upcoming meetings, but Eden was able to get some answers about our dirt sidewalks in front of the Lakeview on Minor Ave.and found out they plan to incorporate landscape and plants in mid September. Sage says she will work on finding out more about when and how the process will work to gain access to community space at the substation.
CNC Meeting Space: Pastor has e-mailed us that the church could be a space where we could meet once in a while, and Teri and Candi have offered to continue to work on a date they would be available as a venue for a meeting or event. Candi is also in Contact with Josh at the Peoples Center to secure a date for Harvest Potluck in October. TBA.

Colaboration Meeting at Peoples Center: Teri and Candi have attended two CPAC meetings at Peoples Center. Waiting to hear about next one where some ideas about forming a formal CPAC board with bylaws and minutes can continue. Parks Department is giving the park a ping pong table. Meanwhile CNC has been asked by Alley Cat Acres for a support letter for a grant, upgrading the gardens around the peoples center and possible programming, Allison is looking for a diverse steering committee to serve on a board overseeing this progess if selected. More to come in future updates. CNC has written and submitted the support letter to Allison. A copy will be attached to minutes.
Our Rummage Sale Fundraiser was fun and made CNC $105, deposited in CNC account
Also CNC received our first check from Network for Good Facebook Fundraiser in the amount of $150, deposited in CNC account
Black Panther Movie Night and BBQ was our first event of the summer, and the first event of our $700 smART grant. Thank you to Ma-and-Popcycle LLC for paying $150 to SWANK for the rights to show it free to the public. It was super well attended, CNC fed around 70 people total, menu of cheese-burgers and hotdogs and veggie options too. We set up a homemade movie screen in the rec-room and served free popcorn to guests. Our art project was mixing a cement stone for the community garden, that we all added recycled items to. Wonder Woman Movie Night and Art Booth this was the second event, that we held with our smART grant and served free popcorn again to guests and our art project was making wonder woman bracelets out of coffee sleeves. We also had lots of painting supplies to create art. A big thank you to our neighbor Sage for your help that day! There are a couple more movies in July Friday, July 20th: Coco where CNC will be with art booth and popcorn again and on the final movie night, Friday, July 27th: WALL-E, Artist Kubi, will be teaching us all to do Tye Dye before the movie. Bring a white shirt, and CNC will try to have extras for those that don’t have one. CNC plans to serve snow-cones and hold a free raffle at the last movie night as well.
Planning NNO Block Party 2018
CNC and Vulcan Back Packs and School Supplies: Mathew and Claudine from Vulcan have purchased 144 back packs for school children, and Kim has placed a collection box for school supplies at his employer LIHI and Victory Lounge has again provided $100 to go towards filling the back packs with more school supplies. We will have an extra amount to fill this year, as it went up from 100 backpacks to 144. There is still time to donate to this cause! CNC Co-Chair Teri, encouraged CNC to also do something for the folks with no homes living outside on our block, and we have contacted a few places to make care packages for them to give out at block party. Ronni at Urban Restop has said they will help. Teri also suggested another contact at St. Francis House. Candi will follow up.
Events at block party include a free BBQ, free raffle, Umpqua Bank is providing free ice-cream again, Kim has arranged to pick up the freezer day of. Kim and Candi will do the labor at snowcone and popcorn machine again, CNC will pay for popcorn and snowcone flavors, the smART grant will pay for the popcorn bags and snowcone cups, we have a budget from grant for art booth again and can spend a little on musicians/facepainters/what-ever we find to fill the bill. Our neighbor Mark Taylor Canfield, has offered to play music again.
CNC conducted a survey of neighbors to ask if CNC should continue our tradition of a block party, on the block, and unanimously found that all neighbors preferred to celebrate in true block party style, in the street, on this national night of celebration of neighbors and safety. Kim fixed the wheel on our BBQ and it is operational again, CNC will use it at block party thanks to an unexpected donation for food and volunteers. CNC will register at official Night Out website/West Precinct for Minor Ave N. at Harrison St. in front of our building, NNO Block Party 2018, Tuesday, August 7th.

Inviting Denny Substation to our next meeting: Members requested that we invite Stepherson/Shimick and Denny Substaion team back for updates on project. Candi said she will contact Bob Derry and see if we can make it happen again.
CNC Meeting Space: It was requested by members that we try to find a new meeting spot for August or September CNC meeting to branch out and look for new neighbors/members. Chroma and the new Vulcan building were possibilities thrown out for CNC to contact. Josh at Peoples Center has been very helpful in offering center for our October Harvest Dinner and Winter Warmth Celebration in December. Candi will comfirm with him 2018 dates. Immanuel Lutheran, never replied to our many emails regarding this, last year and this year. Shawna and I spoke breifly at SLU Tiny Home Mtg. and she said “it’s not her department/decision” to offer us meeting space, but had no recommendations of who that person may be. Teri says maybe we should try to talk to the pastor directly.
Food not Bombs may loose PCC as a donations contributor because they will be only donating to Food Lifeline now. FNB asked for a CNC letter of support stating the good work they do as volunteers and how much it helps families here in Cascade. We gave them a short statement for their cause.

Tiny Homes in SLU: Kim, Candi and Teri’s son Larry, walked down to the meeting at 415 Westlake to again show our support for the Tiny Home Village on Aloha Street in SLU. We gave public testimony and a CNC letter of support to the City and LIHI. The room was about evenly split on accepting the village in SLU. Some groups have now sued the City and LIHI to stop the Tiny Homes from being built claiming they are illegal. We will keep members updated as we hear more of the process moving forward.

This will be Cascade Neighborhood Council 7th annual year organizing pre-movie entertainment, Free raffle, Free popcorn, Free snowcones, Art Booth and the past couple years the Parks Department has also sponsored outdoor games/entertainment through a hired position at Cascade Park (Zoe) as well. We need volunteers to help on these dates with set up & break down, handing out snowcones and popcorn, holding the free raffle, organizing and helping at the art booth, etc… Eden and Teri both have leads on possible raffle/CNC donation items. Gaming WI Machine and a Bike from Eden or Kim again Ma-and-Popcycle LLC.
Back Packs for Cascade Block Party Request to Vulcan: We sent an e-mail letter to Vulcan to try and re-engage them to return this year as partners in a School Supplies/Back pack give -away at 2018 Cascade Block Party again. Mathew replied right away and said he would like to discuss details with us. Teri and Candi met him in person at Peoples Center meeting yesterday. We will follow up by end of week.
Colaboration Meeting at Peoples Center: about 12 people attended a collaboration meeting between Denny Park and Cascade Playground as it pertains to targeted marketing and fund development strategies. CNC was not mentioned by name as possible partner in colaboration. In attendance, by memory, was Kyle, Matt, Mike, Pat, and Dan SLUCC members, and Josh from CPC, Sandy from DON, Lisa from Parks, Sage a Cascade resident, and Teri and I from CNC. Candi was the only one invited from CNC, but forwarded the invite to rest of our exec members. Brent wanted to know if the meeting was public? From what we gathered it’s unclear. Teri and Candi learned at the meeting, Parks entered a UPP contract (Urban Park Partnership) with SLUCC’s groups “Friends of Denny Park” and CPAC “Cascade Activation Committee” and DSA (Downtown Seattle Association) a couple years ago, to receive $50,000 annually for the programming at Cascade Park which our low income volunteer board, CNC, has been doing since the 90’s (CNC founders of the Cascade Peoples Center.) The meeting was one hour long, not sure if it was public because it is two groups from SLUCC colaborating. Candi asked if SLUCC is a 501-c3 like CNC is, and the SLUCC members that were there, at this meeting, did not know? Candi asked if the CNC was being invited because we could receive some of these funds, since we are the main volunteers in our neighborhood Cascade, and CNC were un aware of this partnership that Parks offered to SLUCC, (or SLUCC applied? not sure), and it seemed the answer was NO, this is an agreement between Parks and SLUCC not CNC for programming of Cascade Park, Denny Park, and eventually in the future SLU Park. Candi had concerns again, about the transparency problems of the past, and inquired why SLUCC’S website has been down for a month, during what she beleived to be SLUCC’s Nominations and Elections time again. Candi was told she is mistaken, and their website is not down. “must be doing something wrong” Candi insisted she is tech savy enough to determine if someones website is online or not. and also info@slucommunitycouncil.org emails are being sent back to CNC. *(NOTE: with in hours of this meeting, SLUCC’s website was back up and running. Candi showed the CNC members at our CNC meeting the screenshot of when Go-Daddy url was lifted out of expiration and renewed on May 16th and Brent also vouched for her that he noticed it was down as well.) Candi’s seemingly confrontation made them react with a solution that CNC does not need to be a part of these talks, but Teri and Candi persisted that they of coarse would want to hear more about what they are proposing? to have a better understanding, and to please include CNC in their next talks. It seems as if there will be another meeting of the one we were at, but for “Friends of Denny Park”, not sure when or where, but we were offered to attend. On the surface, there seems to be no benefits or recognition for CNC in this collaboration yet, but we are willing to hear some more of what SLUCC’s plans are. Their website is back on line, but does not state where the May SLUCC meeting is or of who nominees are or where nominations were held, nor does it say where their Elections will be in June. It also stated that May 9th was the deadline to apply for one of their 4 open positions of a 13 member board. (website was down, so no-one received a public notice of a deadline?) I still could not find any minutes for meetings either, (to research when CPAC was formed and when they entered this agreement with Parks.) but all of this is a lot to take in, so we must persist in order to understand the process, and determine the best decision for CNC in deciding if this colaboration is an honest “restart” or something else.

Fundraising Efforts: Candi has raised $220 dollars through Facebook Fundraiser and Network for Good. Our goal is $2500 total and the fundraising page will be up on CNC Facebook page through the end of June. Teri suggested we sign our non-profit up for Amazon Smile program so a portion of customer sales could be allocated to CNC as a donation. Our bank account is now linked with that program so tell your friends to shop for a good cause.
Teri has also been working on a list of companies we should approach. Candi has written the donation ask letter and we have had some success thus far. Back Packs from Vulcan possibilty, A $50 QFC gift card for food at our next event, And Safeway gave CNC a couple cases of water for events. Candi said she will take Teri’s list of possibilities and split them up between executive members, in an e-mail to work on.
Old/New Business:
Candi talked with Karen Ko about a meeting invite on May 31st: Karen spoke with Candi over the phone to give a heads up about 415 Westlake meeting where the agenda is to receive information about a new sanctioned homeless encampment in SLU area for people without homes to stay. Karen said there will be a formal invite coming soon.
Rock n Roll Marathon: They never came personally to speak with us at one of our meetings but Candi will forward the email latest route info with these CNC minutes to list-serve.
Annual Report and Updating Officers: This will cost us $10 to keep our 501 c3 complient and is due in June. Candi the Secretary and Registered Agent will renew by end of May.
Eden worked on getting the LIHI grates back to community: Eden contacted Bob Derry from Denny Substation to ask what happened to the beautiful, expensive, LIHI grates around the trees at Lakeview, where did they dissapear to? She received info that those grates are not in the re-design plan for our block because tree roots will make them uneven eventually. But Eden was persistant in insisting that it is LIHI property and spoke with manager and got them delivered back to Lakeview. No-one wants them, so we will use them in a upcycled art projeect in the Guirrilla Garden where no tree roots will mess with them. Thank you Eden.
Upcoming June Sailing Event Cancel? Kim and Candi tried to take the model boats out for a trial run before the June sailing party, but the boat pond is covered and filled with geese poop. It did not look possible to stay healthy and have a food and art party there, we might get sick. So suggestions to replace that idea with the over due fundraiser rummage sale instead. Still pending what to do? Other possibilities included contacting SLU Park and asking them to clean it? But others suggested it probably would be covered in geese poop again too fast. So please stay tuned for update about June plans. CNC will NOT be having it’s third Wednesday meeting in June and will instead be replaced with one of the above ideas.
Seattle Office of Arts and Culture Grant: We have been awarded $700 for art and party supplies (No Food) to have an art booth again at Movie Nights and Block Party. If sailing is canceled, this grant would begin with the July 6th, Black Panther Cascade Outdoor Movie Night.
Immanuel Lutheran Request: We are still waiting for a reply from Shawna or the other Candi at ICS, Immanuel Lutheran, about if we could use their space in June as they replied to our request last year stating June 2018 is the best time for them to accomodate CNC for an annual meeting/event.

Cascade Neighborhood Council Meeting Minutes April 18th Elections 2018-19

Introductions: In attendance Eden, Teri, Ruth, Candi, Kim, Brent, William, Shattuck, Mac, and Karen Ko from Department of Neighborhoods.
Announcements: Kim and Candi went to Belltown to show support for our idea submitted in the “Your Voice, Your Choice” Initiative to have the Jogging Path in Cascade Park repaved. It was a process of rating all the projects in Distict 7 on a sheet. Hopefully we did some good in furthering our wishes. We will keep watching for updates in that process.
Eden did extensive research about why our sidewalks are so gravelly and ugly and found at a little good news about the sidewalks. The reason they look the way they do is it is a special permeable substance that will help clean the water that passes it through it and help protect the water quality of Lake Union and its Salmon habitat/migration. Also Eden has put the request out that we would like our beautiful grates back on Minor. The construction crew removed them and they are LIHI property. Eden also voiced her concerns that CNC is not in the loop with City Departments about our own neighborhood. SLUCC gets priority as they are seen as “Stakeholders” and CNC struggles to have a voice, even though we try extremely hard. It was noted we should write letters that explain we want to be part of the process.
We received a reply from Office of Arts and Culture about the $1000 grant we applied for events and they have awarded us $700. We are waiting for a Letter of Agreement in the coming weeks that will lay out the details of our Art Booth at Sailing Event, Block Party and one of the Movie Nights. This grant does not allow for food purchases.
We are still waiting to hear about Waste Management “Zero Waste” Grant from SPU that we applied for $2000 for Workshops and Rummage Sales. To be determined at the end of this month.
Zoe has permits for Block Party at Cascade Park. CNC is still trying to secure funds for food, and Zoe will colaborate again on food and activities that day. There are always need for volunteers at these events so don’t be shy to offer help!

Earthday Cleaning this Sunday: Please join us this Sunday after Food not Bombs free Market at 2:30PM on corner of Harrison and Minor to help us clean up litter in the hood. We no longer will be covering up any graffiti as the utilities depatment does not include this as part of their supplies program anymore. So Kim will be picking up Vests, grabbers, trashbags, sharps containers tomorrow from the SPU. We will be offering light snacks and Teri Kimmons may be the hostess depending on how her wrist is feeling.
Parking: Still the biggest complaint of all members, Not enough Parking for all this growth and closed streets, we must pressure SDOT to work with us on finding solutions for residents.
Tentative Rummage Sale Fundraiser for the 29th of this month. A few members have mens clothes to donate (much asked for) If the streets and sidewalks are cleaned up from construction by then, (and the weather looks good) we want to have a fundraiser Rummage Sale Sunday April 29th. Will keep members posted.

CNC has applied for 2 grants, one from SPU Zero Waste for $2000 to have Zero Waste Rummage Fundraisers, with food music and workshops and one through Office of Arts and Culture for $1000 for supplies to have art booth at events this year.
Zoe from Cascade Playground gave us a Movie Booklet to choose some favorites to have in the park this summer outdoor movies and Black Panther was the big hit in the room! Other movies that were mentioned as hopefuls were Co Co and Gnomeo and Star Wars

#1 Eden and other members agree parking has become a nightmare again, (always) and we should press on and continue to encourage the City to to help us. Findig member Julio’s past study, and compare over a year later. Swale on Yale, Thomas Street, Angle Parking on Minor, less parking. Candi said she would look for those graphs in past minutes and invite folks from Parking-SDOT again after new elected CNC board.
#2 Kim and Candi attended SPU Waste Free Matching Grant Workshop at Montlake Library not very many of our ideas matched their criteria. Perhaps our Rummage Sales with workshops and a bike tool library, could work but deadline is Friday the 23rd, so would need to work fast to apply.
#3 Candi spent an 1/2 hour phone interview with Jenny Crooks from Office of Arts and Culture and has preliminary qualified to enter a grant request for $1000 dollars for upcoming 2018 events ie: Movie Nights, Block Party, Potlucks, Winter Warmth…Grant application is due mid March and Candi is working on submitting grant application for CNC.
#4 CNC entered submission in “Your Voice, Your Choice” to have the Cascade Park Jogging Track repaved/updated. #5 Mertiss suggested the Rotary Club is an excellent org to gain support from. They have a morning breakfast. Candi and Mertiss will connect to find out date and invite CNC members to attend.
Presentation Ryan Orth from Fairview Bridge Replacement Project Outreach Team: Ryan handed out materials to look at as he gave presentation about bridge project. The bridge at 1200 block of Fairview Ave N, next to the Lake Union Steamplant Building (now Zymogenetics) is safe to travel on for time being but is unstable and needs to be replaced. The project is in the permit stages and is following all necessary environmental impacts associated with compliance (such as working around Salmon migration schedules to not impact the protected species). This project is expected to have a 15 month closure of Fairview starting sometime early 2019 after the permit/EIS process. Traffic will be detoured onto Eastlake at Aloha. Improvements will be incorporated into design to have separated raised area for pedestrian walkway and bike path, wider vehicle lanes, lake view points, to name a few. Question from Eden regarding businesses in the area? Ryan replied that businesses will remain open during construction and there will be signage stating so. Ryan also stated that the team would be back to update us on the project as they get closer to breaking ground. Nominations are next meeting at Lakeview Apartments. If you, or someone you know is interested in helping us continue this rewarding service to your community, please consider serving a one year term on our neighborhood council. Assistant Chairperson–The duties of the Assistant Chairperson shall be to serve in the absence of the Chairperson, to develop and encourage broader membership participation at a once a month meeting.
Old/New Business: Safety: Members are concerned about increased crime, drug use and homelessness in the neighborhood. Bob presented us with information about Block Watch. Neighbors at Bart Harvey recently witnessed a traumatic stabbing event out front of their apartment building. Since then there have been community police meetings at apartments in the neighborhoods. You are encouraged to call 911 if you witness crimes. Eden reminded the board of our positive ideas to find storage for people without homes, and our positive activities to provide to all people in need. Candi reminded us that homeless people are not by default criminals, and stated her road to finding LIHI housing, after being a homeless mother.

MCPF Major Projects Challenge Fund: Major Project Challenge Fund – Eden sent e-mail link from Parks. CNC members looked over the guidelines, criteria, and timeline online together. It should be a single project such as building renovation or expansion, or a facility improvement. Ideas from members included expanding the Peoples Center with a Shipping Container Phase 2: Eco Renovation for community Use. improving the roundabout pathway in park and accenting with workout stations. For years CNC has proposed shipping container idea since losing the lease to Peoples Center. Refer to CNC Minutes 2012-2018 on website. Might be useful in writing the proposal letter. Also see Cascade Sustainable Guidelines on website. Members agreed to work on a submission/proposal.

SPU Waste Free Matching Grant: Kim brought flier. $2000 to $15,000 Might be a good match for Cascade Recycled Arts Project ideas include idea for interactive light/doggie waste methane art lamp, TRASH BINGO, Recycled Art Projects, Storage for homeless, vending machines/free pantry for homeless. Workshops 1/25, 29th, 3rd. Deadline to apply is February 23rd.

Winter Warmth Celebration in December at the Peoples Center was a great success. CNC fed approximately 40 neighbors Veggie Chili, Sausages, and Rice. Ma-and-Popcycle LLC donated knit hats to give to our neighbors with-out homes. We played TRASH BINGO for prizes and held a free raffle for T-Shirts and Calendars.
Grant Update: Winter Warmth was last event through our DON grant. Candi has submitted the final ststus report to our sponsors and received the last reimbursement of 155.48.
Metro Bus Hubs: Has Online Open House Now at https://metrobushubs.infocommunity.org/ and we received an e-mail stating it is part of public outreach, open through Jan 31. There, you’ll have the chance to review design features and weigh-in on the Eastlake site. Please spread the word to your stakeholders. Karen Ko announced the “Your Voice, Your Choice” opportunity.
Your Voice, Your Choice: Parks & Streets is a participatory budgeting initiative in which Seattle residents democratically decide how to spend a portion of the City’s budget on small-scale park and street improvements. A total of $285,000 is set aside in each City Council District, and residents can cast their ballots for their top three choices in the district where they live, work, go to school, receive services, or volunteer. There are four key steps to this participatory budgeting process: 1. Idea Collection Community members brainstorm and submit potential projects to be funded throughout the city. 2. Project Development Project Development teams turn submitted ideas into concrete project proposals. 3. Voting Community members vote on their top projects within their individual Council District. 4. Fund & Implement Each City Council District will select the top vote-getting projects that amount up to $285,000. October’s Harvest Potluck at the Peoples Center was a great success. CNC served around 40 people from the neighborhood enchiladas, and we held a free raffle for t-shirts and calendars. We also had a free clothing give-away. Photos on our Facebook page and website https://cncouncil.com/ There is only one event left in December “Winter Warmth” we are waiting to hear from Josh at the Peoples Center some available dates to have it. This will be the last event and end of our Small Sparks Grant. Time to start thinking of our next grant opportunity?
Candi announced she graduated The Peoples Academy for Community Engagement PACE and shared the certificate with the group and some highlights of what she learnded.
Presentation Metro Bus Hubs: Steve Crosley handed out a power point presentation for us all to look at together about how a new bus hub in our neighborhood will help Metro busses stay on time and provide their employees with a lay-over, rest stop for breaks etc…increases can be made to bus frequency, safety, reliability. Bus Lay-overs are critical to transit system. A Metro bus hub is being proposed on Eastlake Ave. between Mercer and Roy St by freeway across from LIHI Historic Jensen Block Apartments. There are two kinds of facility designs. A “Surface Facility” provides lay-over at surface spot on street. “Co-Development” Facility offers potential for a structure to be built above the lay-over such as affordable housing in one example. The Bus Hub being proposed on Eastlake would be the Surface Facility with opportunity for landscaping, and other ideas community may brainstorm. There will also be Code Amendments needed to be made in order for the zoning to allow this hub in our hood and an EIS, (Environmental Impact Study) the environmental review that will be performed, is known as SEPA (for State Environmental Policy Act), and it is not the same thing as an EIS. I provided a link to the state website that explains a little more about the process in case you’re interested. : ) SEPA will begin first quarter 2018.http://www.ecy.wa.gov/programs/sea/sepa/overview.html Grace, Kate and Sally gathered ideas from CNC on our interests and ideas for Bus Hub. Ideas from the group included outdoor activity space, or art installment, vertical Garden wall, our members liked things that would make the walk interesting as a pedestrian/bicyclist, walking/riding up the ramp to Capital Hill. Eden wanted to make sure there would be detail payed to pedestrian and bike safety with-in the design. Some thought it would be great if something useful for the neighborhood could be incorporated into the design such as public bathroom, or solar cell phone charger foloowing some of our CNC Sustainable Guidelines of “social sustainability”. Candi stated how nice it would be to incorporate a meeting space that could be used by Cascade orgs like CNC since we no longer have community center in the neighborhood. Elizabeth Weldin from the Seattle Department of Construction and Inspections. The city is partnering with King County Metro to create the land use policy that will permit off-street bus layover (bus hubs). King County Metro will conduct the outreach for the new program and the Eastlake Ave. E site that we discussed with your group. Outreach will occur during the first half of 2018 and, if the codes changes are passed, outreach will continue through the design and construction phases of the 1st facility (so through mid-2020). Because the land for that first site is owned and managed by WSDOT, they are also a partner to the county in this specific project. We are still working on plans for a January Open House – it will likely be an online open house that will allow for review/comments over a couple of weeks in late January. Should be a convenient, enjoyable experience for you and your neighbors. I will keep you informed as we finalize those plans. Also talked about the land use code and how they will be partnering with the various institutions that have a stake in the land, namely WashDot (because of the freeway) and will be spending 2017/2018 doing outreach to organizations and a January Open House (TBA) so keep an eye on upcoming invites. SEPA would begin late 2018. (Handout included in attachement.) Planning “Winter Warmth” Celebration December: We asked Alynn at DON a question about spending some of the grant funds on hats/socks/gloves for people without homes in our neighborhood as part of our last celebration and she will be getting back to us. Our last event “Winter Warmth” is coming up in December where we do desserts and hot cocoa/apple cider/crafts. We have not planned the date or venue as we are still waiting to hear from Josh at Peoples Center of available dates. (perhaps he is on vacation) But we can always do this at the Lakeview, or if it’s nice enough, outside.
Old/New Business: We will be contacting Fairview Bridge Construction project as soon as we get a lead from Grace and inviting them to our January meeting.

Announcements: Ruth brought more items to donate to our occassional rummage sale fundraisers. Eden donated $8 to CNC thank you! Candi announced more CNC T-Shits have been ordered and has started on Calendars too. Eden and Candi applied for PACE certificate program and were accepted for Fall quarter beginning October 7th for the next 5 Saturdays. Congatulations!

Grant Update: Our $1100 grant is about 3/4 finished and has been right on budget. Reimbursements have been timely and the process has been rewarding thus far. CNC is always looking for more volunteers to participate or help at events. Thank you to our executive members and all of you that have been helping keep CNC’s voice alive. We look forward to future opportunities for funding sources/grants and always need fresh faces and ideas so don’t be shy!
Safety: Sidewalk looked cleaned up for a brief few days but back to normal pile of belongings up against wall again. Lots more folks hanging out on sidewalks all around park and near cars since they have been asked to move out of park. Neighbors car-tags were stolen and other neighbors report people sitting on cars etc…Homelessness seemed less destructive when neighbors were allowed in the park. Lots more fighting at night can be heard. Some of us our glad that families/children feel more welcomed now in the park, and others of us wish there was a way to accomadate everyone, homeless and low income people included.
Parking: Way worse, losing so much RPZ zoning, and we will lose more as the Swale on Yale continues. Members have written letters to SDOT and tried to invite them back to meeting to hear our ideas again but have had no luck. SDOT stating they have “nothing new to report”. They turned down our invite to attend block party and movie nights for transportation fair outreach. Member Jodi had some luck speaking in person at office but have yet to see if that will prompt some interaction with SDOT and us. Candi will try again to invite them to our November meeting.
Old/New Business: discussion do we like roaming meetings or or prefer to try and have permanent meeting spot. Pros: a diversity of people attending when meeting through-out neighbirhood. Cons: Hard to keep same folks attending on regular basis. Agreed to continue to explore the options.
Movie Night Success: CNC provided free popcorn and snowcones at movie nights and at the third movie, provided school supplies for kids with help from the $100 Victory Lounge donation. We also held a free raffle for CNC T-shirts and a fully loaded school back pack. Lots of pfotos on our facebook page.
Upcoming Harvest Dinner at Peoples Center: Thanks to our Department of Neighborhoods Grant we will be celebrating our 6th annual Harvest Potluck and Photo-Booth it is planned for October 18th on the third Wednesday at Peoples Center. Candi will make a flier and Kim and her will distrubute throughout neighborhood. Please SPREAD THE WORD! We will also be giving away FREE CLOTHING that night. We decided to hold Open Mic at our last grant event in December. We have a small $150 budget to get an MC and/or Karaoke machine.

Outdoor Movie Nights are the next 3 Fridays and CNC will be giving out free popcorn and snowcones and need volunteers to help us. On the September 1st Moana Movie, we will be doing a school supplies give away as well. If you have donations please contact coordinator Candi CNC Secretary Cwilvang@yahoo.com or CNCouncil@yahoo.com We have put out a letter request to Phil and Pearl at Vulcan for their annual back pack partnership for kids in Cascade, but have not had a reply. It has been a slow start to transitioning treasury with Ruth and Bank but Candi and Ruth will be activating her card this week. (last step). Candi gave grant update report, Block Party Expence Grant Reimbursement of 318.58 has been submitted and approved. Volunteer T-shirts ordered and should be here in time for movie nights.
Safety: Ruth and Candi went to the safety meeting invited through the P-Patch program, Zoe was the host and Park Rangers were in attendance. At the meeting it was stated again how much the homeless population is growing and that there is need for them to have storage instead of have all there belongings up and down the sidewalks. Josh said he would steer a committee of people willing to work on such a challenging project. He has since e-mailed Candi and other interested folks. They have not had there first meeting on the topic of storage. Kim wishes we could do more than just storage, like community space, low barrier tent city etc…Teri says she can help get the homeless coalition involved and the womens voter league, and Nwanda said All Home, and we should look them up as a resource for our neighborhood. Brent appreciates that more families and kids are using the park although some of us realize our sidewalks are worse now, with the smell of urine after the big push to exavate the homeless from the stage at park. Some were aprehensive at the thought of “helping” people that have drug addiction problems.

Block Party Success CNC fed 75 people/kids/families Cheese Burgers and Hot dogs on our new BBQ grill that we purchase with DON grant. We also served popcorn and snowcones and Mark Taylor Canfield played music for our entertainment. Umpqua Ice Cream was a big hit, a few new partners joined in put out games and jumpy jumps, thanks Zoe. Vulcan did mnot participate in back pack give away but we have asked if they will continue the tradition at Movie Night Moana Friday, September 1st. Still awaiting reply.
Upcoming Harvest Dinner at Peoples Center thank you to Josh for letting us continue our 6th annual neighborhood dinner in partnership with P-Patch folks, at the Peoples Center. This occurs on our regular meeting day, third wednesday of October, 18th 2017. It is a very well attended pot-luck and CNC will prepare the main dish. Idea to have an open mic for fun and in years past we have done a popular themed photo booth.
Karen Ko gave a brief history of the DON and had lots of materials to share with us including announcements and fliers about Neighborhood Matching Funds Program, Peoples Academy for Community Engagement,Community, Liaisons Position, and a 2017 Info guide for services. Karen also spoke about “Parking Day” (where you can occupy a parking spot for a day with a creative idea) coming up real soon on September 15th. CNC is very interested in participating and will see if we can sign up before deadline.
Brief discussion on parking issues, Karen said that in the future, wouldn’t it be ideal, if we didn’t need as many parking spaces because we had less single occupancy cars. Everyone was using alternative transit options to get to work and lived close to where they worked. . Brent said the amount of density does not match the available parking in these new massive projects and the parking situation is sure to get worse. He pointed out, having no car, might work for some, but visitors would still need parking if they were coming to visit downtown Seattle from out of town. Candi pointed out that the housing componet would need to match the types of income jobs at all levels so the poor does not keep getting pushed farther and farther out of the city because of the high end housing for only certain types of jobs.

Announcements:
Candi announced that she attended a garden meeting and there will be an upcoming inspection of plots by Sandy Pernitz. Also Candi put in our request with garden leaders to let us find a use for the couple rain barrels we bought, before they get rid of them all. It was pointed out to her that would be a Sandy Pernitz request.
Zoe announced all the events going on in Cascade Park that she is in charge of presenting as Park Coordinator. Kids Days, Concerts, Yoga, Arts, and will be also celebrating NNO Block Party with us.
Presentation From Bob Denny Network Project and Bill Shimmick Construction:
Bob Derry with the communications team passed around the latest brochure from Denny Network Project with timeline for the project. It’s expected to be complete by middle of 2018. Street restoration Spring through Fall of 2017. He gave a quick overview and answered questions. Our membership was invited to join the e-mail updates which Candi says she receives, he also suggested to Candi to cut and paste relevant Cascade Info to our membership e-mail list-serve for occasional updates. Bill Kulas from Shimmick Construction brought a map that he rolled out on the table for us all to look at together showing details of all the road/power underground systems related projects taking place through out our neighborhood Cascade (phase 1), and phase 2, south of Lenora. Restoration July-Feb vault to vault, underground work is expected to end around October. Question how big are the vaults? Bill says 20 feet wide, about 20 feet deep. Eden had question/complaint about the starting and ending times allowed in the rules for construction crews because she and others have heard crews begin at 5:30AM some mornings. Bob answered crew time requirements are 6AM to 7PM and that if she has future concerns to contact him personally. Eden also took the opportunity to state how horrible and in disarray our streets are particularly on Minor and Thomas (a huge dip) and unsafe. Bob says for the really bad spots in the neighborhood, we could contact him personally at bkulas@shimmick.com

Block Party Planning: CNC will be purchasing a BBQ with Cascade Recycled Arts Project Grant, our budget is $200 and it will be reimbursed through the Department of Neighborhoods Grant and our Fiscal Sponsor Parks Foundation. Kim says he saw an excellent sale for a 6 burner at Home Depot in our budget. Zoe says Wholefoods has not got back to her regarding block party food. Candi announced that QFC gave us $25 gift card for the event and we can use that for condiments, plates, cups, chips…Our Neighbor Teri Kimmons also donated $25 cash. Thank you Teri!! CNC is short volunteers for the BBQ portion of event, as Immanuel Lutheran Church was not able to participate this year. Brent suggested we try to strike up a relationship with the Russian Orthodox Church too, for future events.
In addition to offering Free Hotdog BBQ at the Block Party, CNC also plans to give away Free Popcorn and Snowcones and set up an art tent for painting garden mural on canvases, we are also holding a free raffle, and looking for a prize (or prizes.) and Cake Walk probably can not happen (not enough volunteers) We could save that idea for movie night. Umpqua Bank has offered Free Ice-Cream Again and Kim will be arranging to pick up the freezer from them. Zoe was not able to reach a contact at Vulcan for Back-Pack Give-A-Way at the block party, Candi says Edlira has moved on, and that perhaps she can try to find Phil Fuji’s contact and ask about doing it for movie nights this year instead.
Safety: Brent was thankful to Karen Ko for attending as he says the neighbors feel powerless about what he perceives to be homeless people loitering on the sidewalks, and wishes they would get drug treatment. Police have told us it is low priority, but Karen mentioned a Find it Fix it Ap for people with Smart Phones. Zoe pointed out to the group that you can not force people into drug addiction treatment, that they have to voluntarily want that. Candi pointed out to the group that herself, and Kim, have had to live “rough”, on the streets, prior to finding housing 20 years ago, and it is better to try and not label all homeless people as bad, drug addicts, and criminals, we have in the past as a council chose to focus on the positive things we can offer our lower income residents, like inclusiveness to events, food, positive activities. Eden suggested we have another Neighborhood Clean-Up. Candi said she remembers hearing of garden invite for safety meeting from Sandy Pernitz and will look for the date.

New Biz: It was suggested we hold another sidewalk sale this Saturday or Sunday to have funds needed for BBQ’ing hotdogs/chips/water/soda.
Josh at Peoples Center said we can have our Annual Harvest Dinner at Peoples Center again this year, October 18th.

Old Biz: Still having hard time finding community space to meet once a month. Suggested our August 16th, meeting be held outdoors under Gazebo. September was suggested we meet at 400 Fairview and we will order snacks from Kai Market.

Cascade Neighborhood Council Meeting Minutes May 17th, 2017
Location: Lakeview Apartments 1170 Harrison St
Introductions: In attendance Eden, Brent, Candi, Ruth, Kim, John, Ed, and Cynthia signed in, took sailing flier, and wanted to give input but could not stay for the meeting. (I was able to get her comments below, following day) Guest Karen Ko from Department of Neighborhoods was also in attendance.
Announcements: The 800 Aloha Street in the South Lake Union Roy St to the south, The property constitutes a half block. CNC members Kim Johnson and Candi Wilvang attended the community information meeting about the property and the plans to dispose of it at on April 25, 2017 at the South Lake Union Discovery Center . Representatives of Parks and Housing were there to announce the 30 million dollar property would be too expensive for them to purchase. But Karen says there might be opportunity for partnership with non profit, so CNC should make statement of support for property having affordable housing and/or public open space, both which are consistant with our mission statement and Neighborhood Sustainable Guidelines. It was explained at information meeting that SLU is considered a “highly serviced area” already and that may have an effect on priority.
Brent came back from DC and met with Maria Cantwell gave CNC a special mention 🙂

Ruth, Kim and Candi will make a date before next meeting to change bank info, Ruth and Candi will be new signers, our address will remain the same. Candi will remain as Registered Agent.
Community Input for 2017/18 direction and priorities. We went around the table listening to what each member hopes we can accomplish and where they would like us to focus our priorities.
Ed Would like to see it cleaned up in the neighborhood. Trash, dog poo, drugs, so that the children who use the park are more comfortable. Kim reminded Ed of the neighborhood clean up done recently collected 10 bags of trash, painted over graffiti and we will be happy to sponsor more like those and look for future resources. It was mentioned that drug use would be hard for the council to control commented Candi, Brent also said police have told us this is low priority. Violent crime is more the focus. The recent stabbing was an example offered. Ed Mentioned SODA, Most exec members were unfamiliar with SODA and will locate info about it for July meeting. People are now sleeping on the sidewalks around the park.
Karen wishes our connections were stronger with businesses in the area. We had brief discussion of partners that have been helpful in the past. (Umpqua Bank, YMCA, Nollies, LIHI, Ma-and-Popcycle LLC, Victory Lounge, Cascade Recycled Arts Project),…Eden suggested we could approach some of the newer small biz popping up metro market, cupcake royale, Kai Market, Nano Lab…Candi mentioned its been hard making connections with the bigger companies like Amazon, Starbucks, REI, Vulcan (as they are all exec members of South Lake Union Community Council) but will continue to work with CNC exec board on outreach and fundraising. Vulcan has been supportive with our block party annual event providing back packs for youth. SLUCC is also hosting events at Cascade Park as CPAC (Cascade Park Activation Committee) Also Karen suggested we reach out to Community Center and Church as possible meeting spaces.
Eden continues to be very frustrated with the parking issue for residents and the horrible conditions of the roads in cascade, suggested we could take pictures to show the people in charge SDOT. This was echoed unanimously by folks whos cars have been towed without proper notice again and/or the friction on our cars due to damaged roads, and it was suggested we need to get SDOT, Mary Catherine, back for our meeting in July to get an update of the plans for repaving the streets in Cascade. Maybe this is also a substation City Light question. (Need a substation update as well) Eden says although the derelict house nextdoor looks better after we had our earthday clean-up, it is still a major eyesore and would like to know what are the plans for it.
Brent Would like more community involvement, more RPZ parking, more traffic police directing traffic from the large amounts of buildings going up around us, developers could/should pay for it. Also agrees with others about need for meeting space.
Ruth Wants to work with city more on Parking issues. We’ve lost a substantial amount again, more and more every day. Also she doesn’t believe the parks are solving problem by sweeping people from park area to sidewalk. More disruptive on sidewalks for walking and right of way. Agrees a lot with Ed on issues of safety. What can we do? Kim and Candi reminded CNC folks that positive activities are being planned in the park by CNC and SLUCC and perhaps there will be less desirable “activity” going on when there are positive events for all.
John Is an able and willing volunteer for such planned positive events and says he supports a lot of what has been said.
Kim Wanted everyone to know events were a positive place to focus our energy, managing our neighbors addictions, have led to unpleasant confrontations and negative results.
Candi echoed Kim’s positive lead and reminded everybody how much we need their support for the grant events, and also said she would prepare a cover letter for us to use while looking for partnerships with new and past orgs/biz.
Cynthia (signed in but could not stay) wanted to relay her wishes for more activities in the neighborhood. Will there be a BBQ for memorial day?
Applying for a Grant: We have submitted a request to the Parks Foundation to act as our fiscal agent. If they say yes, it’s a good fit, our first grant event will be our model sailboat event. Need to ad DON and Parks logos if we get the $1000 grant for upcoming events. (still waiting for answer at time of meeting)
Old/New Business:
New Biz: FREE Model Boat Sailing at next CNC meeting. We plan to have a less formal meeting and invite lots of new neighbors to mix and mingle with others and meet the new exec board, have snacks, enjoy the weather. Date of Event is Wednesday, June 21st 6PM at SLU Park Model Boat Pond. We will meet at Harrison and Minor at 5:45 and walk down to the lake together. Fliers are available for your buildings. Old Biz: Talked about possibilities to recommend to Parks for this years Movies in the Park and ideas were Moana, Zootopia, Rogue One Star Wars.
The earthday neighborhood clean-up was low attended likely because of weather but we still managed to collect 10 heavy bags of trash, and paint over all the graffiti in the neighborhood. You can see before and after photos on our website cncouncil.com and at our facebook page.
Members wanted us to invite new projects to future cnc meetings want to make connections with the new properties being built. Update from Holland and find out who/what will be the property behind Home Deli. Candi said she will do some research and invite developers for project updates. Also for July agenda invite SDOT and City Light Denny Substation outreach people.
Candi was also put on task to find us meeting space in the community. YMCA, Immanuel, Skanska? Any more ideas? Appreciate help finding space for a roaming CNC meeting this upcoming year. Does your building have a community room?
Kim was put on task to contact brick layers union where SDOT/City Light Substation offices are and invite them to July meeting. Ask about paving and potholes. And it was suggested by a few members we call or email the pothole hotline. ALL of us, as many as we can.

Cascade Neighborhood Council Elections Meeting Minutes April 19th, 2017

Intoductions: In attendance Eden, Kim, Candi, John, Brent, and Lamont and Tiffany voted but could not stay for the whole meeting. Guest Karen Ko from Department of Neighborhoods was also in attendance.
Announcements:
#1 Rowhouse Cafe: 35 members signed our petition to save the oldest (and close to the last) houses in Cascade from demolition. On Wednesday three executive board members of CNC, Brent, Kim and myself attended a hearing on Historic Preservation at City Hall to give testimony of support for designation of the oldest houses in our neighborhood the three rowhouses (Rowhouse Cafe) at 1170 Republican. The preservation board voted 5 in favor for preserving them and 4 not. Unfortunately the vote to preserve a building needs 6 votes to pass, so although a majority agreed with us, that the houses represented a strong history of Cascade’s story, we did not gain enough support from the preservation board to “save” them and our testimony was strong and swayed many of the board members to vote yes. Our hard work was not in vain and it gives us the experience to make our case stronger for the next time we come across Historic Preservation in our neighborhood.
#2 Upzone/Affordable Housing: upzone hearing at City Hall on Monday, April 10th legislation for affordable housing incentives passed at the 2% Pay in Lieu Fee for developers to to pay toward affordable housing. City Council Member Lisa Herbold presented a push for that percentage of fees be raised to 5% and Candi Wilvang spoke on behalf of CNC to speak of CNC Mission Statement
The Council believes that the vitality of the neighborhood is enhanced when a diversity of people are encouraged to participate.
The Council supports activities that build community among its neighborhood members.
The Council seeks to maintain a diverse residential base, which is seen as a vitally important component of the community.
and support Lisa’s amendment but City Council voted to keep it at the lower amount. Other progressive cities have enacted legislative measures that provide much more affordable housing at 15% of it’s housing stock and the term “inclusionary” doesn’t necessarily mean the developers have to build the affordable housing (with in) their massive property units but instead “pay these lieu fees” of doing that. Meaning they can pay a fee to not have poor people in their buildings and that “fee” would instead go to a non profit to build housing that may, or may not be, used in the neighborhood the fee came from. (Not very incluisive and infacts causes gentrification/segregation).
#3 one of the last sizable pieces of property in the South Lake Union neighborhood: In fact, the late Cass Turnbull from Plant Amnesty had been watching the block located between Roy and 8th Ave North, recognizing that it would be an excellent place for a community center and garden plot or green space, amenities greatly needed in the overbuilt surroundings. Can you help us in getting the word out to all your other members and help us get as many public comments and attendance at the meetings as possible? What does the neighborhood want? How would they envision the possibilities for this property? Who else should be receiving this notice, and who can help sabr this property for the neighborhood?
“Seattle City Light has owned a property at 800 Aloha Street in the South Lake Union neighborhood for some time now and no longer has a use for it. It is bounded by Aloha St to the north, 8th Ave N to the west, Roy St to the south, and an alley to the east. The property constitutes a half block.
When City Light sells, transfers, or leases such the property, state law requires that any such transaction be for full market value. The proceeds of this sale or transfer would be used by City Light to keep electric rates lower than they would otherwise be.

There will be a community information meeting about the property and the plans to dispose of it at 7:30 pm on April 25, 2017 at the South Lake Union Discovery Center at 101 Westlake Ave N. in Seattle. There will be representatives of various City departments there to answer the community’s questions about the property.
The meeting will be preceded by a community open house at the same location from 6:00 pm to 7:30 pm at which a range of City departments will share information about other projects affecting the South Lake Union neighborhood. These projects will include:
• traffic signal timing along Mercer
• connecting the new Westlake Protected Bike Lane to the neighborhood and downtown
• upgrading bus service to the University District
• extending the SLU Streetcar line to downtown
• on-street parking and loading;
• replacing the Fairview Ave N Bridge
• the City’s Open Space Plan
• City Light’s Advanced Metering program and the construction impacts of the last stages of the Denny Substation project
• recycling and food waste collection for apartment residents
• various affordable housing programs, including Mandatory Housing Affordability
City Light will also host a public hearing on the property and the plans to dispose of it at 7:00 pm on May 1, 2017 at the Museum of History and Industry (MOHAI) at 860 Terry Ave N. in Seattle. The purpose of the public hearing is to take testimony about City Light’s plans to dispose of the property.

Applying for a Grant: We have applied for $1000 and Department of Neighborhoods says it looks good, but we need insurance or a fiscal sponsor that has insurance. Kim and Candi have been searching for insurance quotes (which we can get reimbursed through grant) and have also put out a request for Fiscal Sponsor from organizations in the neighborhood.

New Biz: Karen Ko gave introduction to members and asked for introductions. She explained to the group that changes and reorganization at DON and she used to work North Seattle but is the new rep for Cascade Neighborhood and will be trying to attend more of our meetings. There are only three coordinators for the whole city. Karen also asked questions about relationship with South Lake Union Community Council and Kim and I filled her in on the October 2014 incident where we filmed some inappropriate conduct and were escorted out of their SLUCC meetings and we have not been back since, but plan and encourage all our CNC members to attend the Discovey Center Public Hearing about City Light Surplus land. (See above for April 25th Dicovery Center Event and Public Comment)
New Biz: Cascade Neigborhood Council is organizing a Spring Clean Up on Earth Day on Saturday April 22nd We will meet at Scarecrow Corner where the Garden Library is at 10AM we have all the supplies needed for 10 volunteers. We still need more folks if interested in volunteering. We will be painting over all the graffiti and have grabbers, gloves, trashbags, safety vests so come on out rain or shine and unfortunately it looks like rain 😦 we plan to work for no more than 2 hours but anyone can come and work anytime for as long as they like (even a 1/2 hour is a great support of our efforts! There is also an Earthday Event that day in the park at Noon that SLUCC is having and I attached there flier in email. You can also find out more about their events at their new website

Old Biz: Eden expressed concern to the group about that recent influx of lost RPZ parking AGAIN after it got better it got MUCH WORSE. Candi suggested we invite SDOT back for another discussion of that and the street pavement destruction. When are they planning on fixing our streets? Brent and Kim discussed how bad Potholes are and Kim said there is a website you can report them.

#1 Rowhouse Cafe news article Historic Preservation. CNC wants to write letter of endorsement to preserve it as historic in charachter. The historic preservation board will be meeting at 3:30 on Wednesday, April 5th in the boards and commissions room L2-80 City Hall 600 4th Ave to consider Rowhouse as a landmark. We are looking for a couple of people to speek for CNC’s approval for landmark status.

There was also discussion of closing CNC/Eco Cascade Bank account at Umpqua and starting a new one with just CNC (same bank) after Elections.
Applying for a Grant: Cascade Recycled Arts Project has been writing a grant for CNC participatig/hosting/representing at this years events which we hear are many. Discussion was held that we want to participate/offer a bi-monthly activity/event which we narrowed to a booth at Egg Hunt with activity and popcorn on April 15th an Earthday Spring Clean Up on April 22nd, (supplies needed trashbags, gloves, grabbers, …Kim mentioned he has seen a place that will help with this idea. Kim put on Task. Other ideas included a need for supplies at movie nights and NNO Block Party, (pocorn/snowcones/BBQ) and an art project as well for Garden. T-shirts and Calendars are also on our wish list. Tom mentioned getting more musicians together for jam session at block party. Eden suggested advertising in Craigslist to get word out about events and more people participating or possibly becoming members of CNC there by growing our membership.

Parking has improved a little and we thanked Ruth for talking to the Mayor about it. haha.
There is talk of new height limits being proposed again downtown/SLU. Need to follow up offer opinion CNC.

Update Neighbor Appreciation Day: About a total of 25 neighbors were counted stopping by 11-2PM to look at books, play games, eat some popcorn, and donate at our rummage sale fundraiser for CNC. $30.25 was raised and the best part was Mayor Ed Murray stopped by to meet with us and take photos. Ruth was able to speak with him about parking and construction nightmare in our denser neighborhood. We sent a thank you e-mail to mayors office and told them we will be inviting him to a near future CNC meeting. A Big Thank You to Ruth, Zoe, Tom, Candi, Kim, and Josh for helping with Neighbor Day 2017!
Nominations for Exec Board in March and Discussion of Duties: Members read through the by laws and duties of each executive member. After discussion (and coaxing) we found 4 volunteers for the up-coming year, to be nominated at our March meeting. Eden Johnson Brent Kremin, Candi Wilvang, and Ruth Hamada. Nominations will stay open all month as some of us have been serving for years, and would be grateful to let someone else gain the rewards of volunteering for your community. If you have an interest, please contact us CNCouncil@yahoo.com between now and March’s meeting (March 15th) nominations/candidates meet and greet. We encourage our members to attend our March meeting to meet the candidates at our “Sweet Treats Meet and Greet” We will be serving desserts prepared from our candidates and encourage others to also share a sweet dish (if you like, not required) Please join us at next 3rd Wednesday, meeting March 15th, 6PM Lakeview Apartments.
Applying for a Grant: we have narrowed our focus to a quarterly event for 2017/18 ideas included an end of the school year Ice-Cream Social for kids in the neighborhood, the more budget for summer Movies and NNO block party in August, Fall Harvest Pot-Luck with Peoples Center and P-Patch, Winter Snowflake Fest, and a Spring Neighborhood Clean Up Day. We will be printing the grant to fill in together as a rough draft and gain more ideas and gather enthusiasm from more members at next meeting. It is also a desire to look into a large grant such as Parklet Grant for our big hope of meeting space and community area such as an eco renovated shipping container. There are some progressive ideas to do something cool like recycle all the dog poop in are hood to power a street light with methane seen before in other cities http://parksparkproject.com/home.html
Old/New Business: Parking is getting worse and worse hard to keep up with all the no parking signs appearing and the Seattle Times building demolition. There was a fire next door at the vacant green house, there is concern among neighbors of the squatters inside back already after the fire. The house is one of last in our neighborhood and was once a hope of CNC to designate historic and restore it for community use. This seems like a harder goal to achieve as it sits for others to vandalize. Candi announced CNC had a few more calendars that were donated to holiday fundraiser at a suggested donation of only $5 (because we are already in the second month) and Ruth and Doug took home a couple of them, raising another $10 thank you for your support! Ruth announced she was also donating $25 to CNC for general funds, thank you Ruth! That brought in $35 at this meeting.

Intoductions: We had two new members attend, Maura from DESC, and Zoe the new Cascade Park Coordinator for activities/games. Welcome to both of you. Also in attendance Brent, Kim, Ruth. Candi was out sick and could not be at the meeting Kim offered to take notes in her place.
Announcements: Zoe mentioned her role helping activate the park with positive activities and some of her ideas include Shakespear in the park for families. She currently brings out giant chess and Connect 4 and other games to Cascade Park.
Treasury Report: Kim Johnson reported a balance of 72.25 Expences included $45 for renewing city licence. $110 was raised during the December Holiday Art Sale and deposited in CNC account.
Update Holiday Art Fundraiser: $55 was raised through purchases of art and calendars that were donated by members and it was matched $55 for a total of $110. Thank you to the volunteers that help make it a success (Kim, Candi, Ruth) and to everybody who spent their money supporting the CNC this past holiday at our art sale.
Neighbor Day Planning: Event will take place at Y at Cascade Peoples Center Sat Feb 11th from 11:00AM to 3:00PM with the help of Josh (thank you for CPC use) and Zoe the new park coordinator. Kim and Candi will be setting up free popcorn courtesy of CNC and a fundraiser rummage sale benefiting CNC. Zoe can bring Giant Games like Connect Four and Bookfair can be indoors or outdoor near Rummage Sale.
Old/New Business: The CNC annual business licence with city of Seattle has been renewed. The topic of applying for grants were not discussed in detail at this meeting, because Candi had most the info on this, so it was tabled for February’s meeting. Kim suggested getting familiar with Department of Neighborhoods website as one possible source for info on grants between now and next meeting.

Emily Reardon from Seattle Department of Transportation went first with Presentation on Streetcar Connector: She gave us all a few different handouts. More info can be found at http://www.seattlestreetcar.org/centercity.htm
Emily stated the city is growing and the need for transit is in higher demand and SDOT plans to connect the South Lake Union streetcar with an inbetween streetcar down 1st Ave downtown that will hook up with the First Hill/Cap Hill line. Timelines are illustrated in this photo:Emily explained the streetcar would run down the center of 1st ave making left turns obsolete or fewer. Also she mentioned the Streetcar Maitenance Expansion which will be here in Cascade at the space currently but will be annexing Brick Layers Building to build new one-story operations building for maitenance area/offices for streetcar maitenance expansion.
Question from Candi: The City of Seattle had been considering that spot as a possible area that could be combined with housing, is that off the table?
Answer: No plans for housing or community space.
Question from Jodi: What about the impact of loss of parking again at an already alarming rate.
Emily Acknowledged the challenges that continue to occur when the City is losing lots of Right Away Space. They have to come up with ways to move more and more people through with less space. They have in the past and will continue to do outreach and brainstorming and welcome Questions and comments. Potluck at Peoples Center a success 45 people attended and ate enchiladas and other goodies. We gave away a ton of clothing to mostly woman at the Compass Cascade Womans Shelter. It was a great time, thank you to all that helped and to Josh at the Peoples Center for letting us host it at the Peoples Center. Old Business: Discussion of need for more executive officers in 2017 as a couple of members would like to make room for new member participation at the board level. Also discussed was our hope to apply for a grant now that we have our 501c3 reinstaed. Please take a look at these few options that we could qualify for and feel free to comment with thoughts and ideas and be ready to discuss at our January meeting.

Grant Possibility #3 Smart Ventures Grant from Office of Arts and Culture http://www.seattle.gov/arts/smart-venturesAccepting applications year-round, smART ventures is flexible, inclusive and simple. It provides support ranging from $500 to $1,000, proving that small investments can have big impacts. Before applying, you must have your proposal idea reviewed by one of our staff. It is best to start this process at least 2 months in advance of your project.
New Business: Replacing December meeting with a holiday mixer or fundraiser. More to come on this soon. It was voted unaminously that we would not be holding a December meeting and instead would like to concentrate on a holiday fundraiser or get together (or both) Ruth made a copy of our 2004 calendar of Historic Survey and it was stated that it would be fun to make a 2017 version of the calendar as a fundraiser. Other ideas included another rummage sale or an online Holiday Art Fundraiser like we did in 2013.

Announcements: Kim brought in article to share a “Now and Then” photos of an old victorian house next door to the Jensen Block Apartments on Eastlake. (we will post it on Facebook and website) cncouncil.com
Treasury Report: Kim Johnson reported a balance of $264.70 this includes a deposit donation of $100 from Bobby at the Victory Lounge to be allocated for school supplies for back-pack give-away. CNC had printing expenses of 8.72 for block party letters/fliers and 10.60 printing cost day of meeting for conflict of interest statement/agenda/invite flyer
Block Party Planning:
Vulcan Inc. is giving away free backpacks for students and homeless adults and Vulcan also printed out a hundred color block party flyers to be hung throughout the neighborhood
Victory Lounge donated $100 to help fill backpacks with more school supplies.
There is also a School Supplies Donation Box placed at Kims work LIHI (in the lobby) 2407 1st Avenue we will be picked up August 1st. Feel free to stop by and contribute to supplies box!
Umpqua Bank is bringing Free Ice-cream for everyone.
Ma-and-Popcycle LLC is providing Free popcorn and snowcones.
Cascade Recyled Arts Project hosting a rummage sale for CNC fundraising
YMCA/Peoples Center provided gift certificates for Free Raffle
Local cafes and bakeries have donated yummy desserts for our Cake Walk thank you to Nollies and Torinos.
Mark Taylor-Canfield has offered to DJ and play some live music between our Open Mic performers.
Cascade Neighborhood Council and Immanuel Lutheran and LIHI are working together to provide Free BBQ hot-dogs, chips, water and sodas.

Parks Department is offering “toys” the day of possibly giant chessboard! (Thanks Adam, and Edlira) these toys will also be used for Cascade Park Activation Grant that SLUCC worked on to offer summer activities in the park, ie:outdoor movies, games etc…
There are still ways to help! You can home cook a desset for the cake walk, donate a a skill or small cash donation for food. (This is our area of most need).
We voted to spend $50 from CNC account on food for block party, and Kim matched it $50 from Ma-and-Popcycle LLC.
Old/New Business
Conflict of Interest Statement: Was printed and passed around for review and questions. It was agreed that we do not see any conflicts at this point as all officer positions are voulunteer and our budget is small. It was understood that we need this document moving forward for 501-cd3 application and agreed we could review it again at next meeting and inbetween. Here is the link again.

Parking: Candi stated that she contacted SDOT and spoke with Cindy Cawaling the assistant director and Cindy said to collect our concerns at tonights meeting, then e-mail concerns to her and she will find the appropriate representative to attend our August 17th CNC meeting. So we went around the room and asked for suggestions to bring to SDOT.
Ruth stated that her and most the tenants at her building took the survey offered by SDOT a few months back and saw a few changes but not enough to address the growing problem of finding ANY parking. She noted the Substation construction closed down a whole parking lot of people that depended on it and now those people are also fighting for spots in our neighborhood. She noted that there are many construction sites closing streets in a small radius of residential area (cascade). She noted a few more future projects that haven’t started but will soon, ie Times building and parking lot on Denny/Fairview. Ruth stated one way to help the situation for residents is to open the RPZ zone to ANYWHERE with in the boundaries of Cascade. Ruth had question for SDOT about enforcing the 2hr parking meter zone instead of letting savy people extend their time by calling or texting? When is the cut-off? Can’t people just keep “extending” a 2 hour spot to all day?
Thomas stated he agreed the best way to address the concerns of residents is to open all streets for RPZ and he stated the burdeon is espesially hard on low income people. definately construction workers from surrounding areas taking residential parking spots.
Chris had a unique point to make about the amount of gas he wastes driving around endlessly looking for a parking spot that seems forever not available. Also noting the extra burdeon to low income folks.
Malaika stated that she does not own a car at present but can empathize with what we were saying. She said she gets asked a lot from strangers about the confusing meters and rules and where is it ok to park?
Eden reiterated her comments, suggestions, and questions to Holland Partner Group at our last meeting, to get developers to offer incentives to their employees that do not take up street parking by shuttles, bussing, impact on neighborhood residents available parking for because of all the construction street closures and construction workers taking up parking spaces all day. Even the South Lake Union Amazon construction workers also park up here in our residential neighborhood. Also strongly agrees opening up all the Cascade streets for RPZ would be an appreciated necessity.
Kim stated he sees all his neighbors and himself getting their tires marked and getting tickets constantly because there is nowhere to move your car to. The unprecidented amount of construction has closed a substantial amount of streets PLUS the workers take up any available parking left. The residents get tickets for simply parking where they LIVE? And for low income people this is a downword spiral from finding housing to struggling again to make ends meat. Kim also mentioned that many years ago City planners thought it would be eco-friendly to lesson the amount of parking requirements in new construction thus creating a situation where buildings are built with-out adequate ammenities like parking. If you can afford parking, it may not affect you, as much, but for the working poor, this feels like a racketeer. Kim was in agreement RPZ on all streets could help the situation.
Candi said she was glad for Chris’s perspective about gas, because she also drives around for long periods of time only looking for parking after taking my kids to school or work, it takes longer to find parking again, than it did to get to a destination. Candi wholeheartedly agrees with the suggestions to open the RPZ zone up to all streets with-in Cascade. Candi had questions for SDOT about with the thousands of new neighbors we are recieving, will the RPZ ever hit a limit? Or do they keep issuing them to anyone who moves here, which is predicted to be the fastest growing neighborhood in the NATION.
Safety: discussion about abandomed house next door to the Lakeview and the homeless people sneaking in. They are not quiet about their presence, leaving there trash to block sidewalk and cause yelling disturbances. Some neighbors have tried calling to report on the non emergency line but had to hold for too long and when reporting takes place it does not seem like priority to police. Some suggested neighborhood watch, Kim pointed out there are a few in the neighborhood, and when CNC tried to host one it was attempted and lead to physical fights between people, the police have had discussions in the past on these sensitive subjects and topics such as Sit and Lie laws, and neighborhood watches were voted down in the past for the amount of stress it unrightfully endures the volunteers of a small organization with very limited resources. It was pointed out that not even the police, and city council, who are paid, have figured out what degree of crime is urgent for jailing and what is socially unavoidable in todays society. Kim pointed out there are others in the neighborhood who have started Cascade Stroll on Sundays through a christian group (kinda of like a block watch) and there is a group of neighbors with dogs that walk together and keep an I out. We have a community relations officer who spends time with groups in the neighborhood addressing the issues that arise with the population using services at Immanuel Lutheran and other housing resourses established in Cascade and his name is Sam Cook and can be reached at (206) 386-4056. Candi said she will see about inviting him personally to the block party and stated there was a request for police and fire representatives on the registration form for block party, encourages interaction with community and especially kids.

Drew Shemchuk from Holland Partner Group presented about the new building 1212 Harrison he was able to show us colored plans on his laptop and it was colorful indeed! The building will be 7 stories, 2 buildings, 275 market rate residential units, mostly studios and 1 bedroom, a few 2 bedrooms (no retail) 230 underground parking units, wood framing, sawtoothed edge gives depth, metal siding and bold and bright color pattern that was inspired by color patterns with-in the neighborhood already. Alley lanscaping, stoops at apartment entrances.

Question from Eden about impact on neighborhoods available parking for residents because of all the construction street closures and construction workers taking up parking spaces all day. Question was asked if there are incentives for their crew to limit the impact of parking in the neighborhood. It was stated there is encouragement but no actual “incentives” ie: bus passes, passenger shuttle, etc…It was pointed out that some of our concerns are more appropriate to bring up with SDOT. Candi said she would contact SDOT and invite them to a near future meeting.

Old Business: 501 c3 we are closer to our $400 needed to submit our reinstaement, candi will send a generic conflict of interest statement (needed with application) in an e-mail for our members to examine and discuss at July’s meeting.

SLUCC report Dena: Portable museums are rentable from MOHAI $50 for two week rental. Would this work for a neighborhood grant, such as Small Sparks? Idea to do a series of museum trunks for the year. Small Sparks grant $600 and under you don’t need fiscal agent.
Motion: Dena and Kayla to investigate MOHAI portable museum for Small Sparks grant/write grant and present to CNC at next meeting. Motion approved.
Idea: Book Mobile Neighborhood Appreciation Day Feb. 8 along with book exchange. For Book Mobile information contact Seattle Public Library.
Office of Arts and Culture, Jason Huff: Use art to activate the Denny Substation site before construction begins. Curators Elizabeth and Megan. Key component is to create a public space. Art features to the site at every vantage point; visual art, concerts, performances. There will be an infrastructure available for viewing. Located in Parcel 1, site will be activated most in the summer but they have the site for 18 months, starts this January 2014. Awarded the contract in April, curators are in the process of contacting artists and will take references from local people.

· Idea: to coordinate a Cascade Art Walk that incorporates All Rise.
· Partnership with artist group that will gather information about the history and landmarks of Cascade and format it online or physically, then will present it to the community.
· Check out the Seattle Design Fest in 2012, had a Cascade audio tour with Devita.
· Influx of low income, affordable, and transitional housing in Cascade that defines the neighborhood.
· Identity of Cascade is being washed out by South Lake Union, and we are working towards claiming identify as Cascade.
· The Offramp (now named El Corazon) represents musical heritage of Cascade, history of a lot of artists and musicians here in Cascade.

Cascade Neighborhood Council Member Meeting 10/16/13 Location Jensen Block Apartments Introductions: 6:05p Skanska presentation: 400 Fairview: vision is find a way to focus on customers, ground plane important factor- porous, made of small retail spaces like an urban market place. General conversation notes: Tim presents timeline for construction. Noisiest stage of construction will be in the next couple of weeks. Will relocate bus stop on Harrison, and will be relocated for several years but will come back to original location. During open hours on ground floor, people are able to access space as an open space without obligation to purchase from retailers, it is meant to be an open market. Julia reports that there is a media conference to announce construction start and lease signed with Tommy Bahama (taking floors 2-5).Tommy Bahama moving headquarters from Westlake to Fairview. Also exploring how the ground floor market space evolves based on community feedback. Building includes rainwater harvesting. Website 400fairview.com has the floor plan available. Treasurer: $213 in account Announcements: Kim is accepting donations (preferably gift certificates) for LIHI auction first week in November, deadline for donations is Nov. 7. Pearl with SLUCC: Public Safety meeting with Deputy Mayor, Pearl wants to make a more specific list of safety concerns to present to City Council specifically from Cascade. Tim Durkan with City reports: Budget split between neighborhoods, $4 billion dollar budget spread out evenly. Specific neighborhood resources are allocated based on 911 attentions. Will be asking Mayor to quantify how SPD will be paired with Park Rangers. Dena: is there a way to post CNC meeting notices in Vulcan apartment buildings? Candi suggests that Executive Council take the role of printing fliers for the upcoming meetings. Also on the radar, likely no CNC meeting in December, but we usually do a holiday event, or possibly a fundraiser. Candi: built a model community sailboat, going to take it out on field trip at the lake. Looking for a place to host the sailboat in November. Tomorrow is the last day of the six week sailing class. Harvest Potluck Wednesday Oct. 30, 5:30-7:30p at the Peoples Center. There will be a photo booth. Neighbor Appreciation Day: 1st Saturday in February. Dena suggested a Community Book Exchange, suggestion for a pancake breakfast with auction, suggestion to honor a neighbor.
Lake Union District Council meets second Monday of month, underneath Aurora Bridge at History House at 6p, connects many district councils. Dena: Nothing to report from SLUCC. We are invited to next SLUCC meeting, first Tuesday of November 4-6p at MOHAI. Pearl reports: Anyone can apply for the vacant seat on SLUCC. Candi: Two grants, Small Sparks and Arts and Culture grant. Afterschool program and lighting are priorities. Umpqua is interested in jumping on board with any green space ideas.

Lake Union District Council: lighting project made it through approval process. Eastlake project for crosswalk and lights was approved. Hand outs of general information for Seattle budget. $90,000 projected to be available to districts.
City: Report from Tim Durkan, Have had one previous meeting about substation. Next meeting scheduled for October. Michael Clark will answer question posed about the map. Message from Jim Holmes: DPD will come to CNC to talk about work on new community engagement for design guidelines for heights around the Cascade neighborhood, would like to be on the agenda. Deputy Mayor Darrell Smith has asked to follow up for Public Safety Meeting for first week of October: public safety meeting will regard the P-Patch, gazebo, and park as well as major construction projects that affect businesses in Cascade
Office of Arts and Culture: Report from Jason Huff. Public Art projects for Denny Substation, permanent project: two artists selected from national call. Artwork will be on green space and building. Temporary art project: All Rise project, over the next few months curators use space for temporary visual and performance art projects open to public in February. Stage and performances for public open in Spring/Summer 2014.
Old Business:
Movie Night-Out: Report from Candi, CNC made $6 in concessions. 50 people in attendance. Played trash bingo, gave away prizes. Movie was too scary for some younger kids. Overall successful event, Dante and Annaliese helped transport movie screen materials with Kim and Parks and Recreation.
Cascade Summer Recap, Report from Dante: CNC participating events include Movie Night, Summer Meals for Kids Program in Cascade Park, Block Party, and Model Sailboats. Candi proposed Harvest Dinner for October at Cascade Peoples Center.
Safety Letter Update: Don resigned as Vice President, letter was possibly sent personally by Don as a resident. Action: Lloyd will find out if sent for CNC or not. CNC would still like to send a letter. Candi suggests that Executive Comm. meet personally to finalize the letter.
Safety Issues: Tim Durkan has a direct line to Mayors Office for the next two weeks about safety issues.
Substation: Suggestion that City Light make investments in Cascade to offset burden of substation to neighborhood. Encourage CNC members to ask for public benefits. Quickly work together and come to an agreement on what we will ask for. Design commission has a key meeting on Nov. 7. Pearl from SLUCC offered a joint task force with CNC for substation benefits request. There was a suggestion made by Candi for more community space included in public benefits. Action: John and Sandy will draft letter to be sent out.
New Business:
New staff at People’s Center: Will fully transition on Oct. 17 to new role at People’s Center.
VP Nomination: Election next month. Carol’s question of whether or not volunteers qualify as members was addressed. Candi suggests that we amend bylaws to decide if volunteers do qualify or not. There was a proposal to have an Interim Vice President until next month election. Revisit bylaws: between general elections how do we handle vacancies? Two weeks before election is cutoff date for nominations.

Brainstorm: Future events for Fall. Harvest Dinner in late October. Dante is interested in organizing a Community Meal hosted at the Peoples Center weekly or monthly. Plan a fundraiser for CNC. Play or puppet show at Peoples Center. Start talking with Y about what CNC needs for Spring Summer into next year, coinciding with Bold and Gold. Y Peoples Center is supposed to have an advisory board, to get input from the community.
Candi-Started sailing classes at Center for Wooden Boats, first class last week Thursday, next one tomorrow, 5 kids enrolled. Candi requests from CNC that concession money made from block party are used towards sailing scholarship.

Stackhouse offered meeting space-propose for October.
Candy- Model boat and tent available from CNC for events and fun. Check out tent and PA system free from Lake Union District Council. Action: Lloyd ask for PA and tent.

Patty spoke about Mayoral Forum and Candi W. was voted to be a representative of the CNC.
Karen Ko shared that the Mayor took notes during the deputy mayor walk some months ago and they are working with P & R for a response and plan for more safety in the neighborhood.

Cascade Neighborhood Council Logo; Requests for Creation for June Meeting
Sarah S. passed out examples and asked for contributions from community members for next month’s meeting.

Informational Briefing: We have learned that this ordinance has not yet been brought to City Council.
Sean from Paddy Coynes (GM): guests get harassed by panhandlers outside the restaurant and on their way to the space via the park. Approaching of guests and offering of drugs happens daily and scares patrons.
Dan from Nollie’s: to protect patrons and his business must chase people away from his store front who are causing disturbances daily.
Zoe: Coming up with solutions that support the root cause of community members who cause disturbances
Candi: working from an angle of conflict resolution. Could we contact the case managers and housing managers of some of the homes where their residents to develop solutions together?
Dan: Drive by Drug Dealing in our neighborhood is becoming increasingly a bigger and bigger issue.
Pat T. : We don’t want to become a dumping ground for negative activity. Harassing people is not acceptable.
John P. : Let’s hope the Mayor will put his money where his mouth is with our neighborhood in transition.
Karen Ko: Seattle is organizing something called NATS; Neighborhood Action Team Seattle. Designed to be a time-limited effort to bring city resources to gather help to fight problems. The development of action plans in hopes of being sustainable.
Pat: The more we call SPD the more data will be collected and more resources flowed to our neighborhood.
Dan: People sleeping around ICS and at Dan’s properties, blowing up a pipe is one example of harassment.
Candi: There is a new Lakeview manager.
Don: concerned about drug trade his scaring away business
Lloyd: Because Ordinance is not on the table with City Council at this time we will table this issue until further notice.

Approval of the Agenda
Brent would like to add an item to discuss the new Skanska project on Harrison and folks who are effected by construction being financially compensated. Lloyd moved to add this item and approve the agenda and Tina 2nd, all were in favor.
Approval of the 5/15/2013 Meeting Minutes
Lloyd moved to approve the meeting minutes and Layne 2nd. It was noted by Candi that we needed meeting minutes from our election meeting in April, it was suggested that Lloyd get them from Malaika. He said he would do so.

Mayoral Forum is Sunday June 23rd at 2:00 pm and Immanuel Community Church.
Sarah Simpson current Secretary of the Cascade Neighborhood Council resigned due to changes in work load.
It was suggested that we email about nominations and vote at the July Meeting.
Lloyd reported that Art on the Fly was a very cool event and enjoyed the music.
Café Turino was suggested as a future meeting spot for the CNC
July’s meeting will take place at the Lakeview and August will be Alcyone.
Reports:
Treasurers Report: Kim reported that we have a balance of $168.94
Lake Union District Council Report: Historic Ship Models on display at the History House. Dick and Colleen Wagner want to start a maritime museum willing to offer their expertise. S. Dot talked about the potential bike track on Westlake from Valley and Fremont Bridge. The object to get speedy cyclists away from cars and pedestrians. It is estimated to cost 2.1 million dollars. There is a floating homes exhibit currently at Mohai.
City Report: NATS program is coming to South Lake Union. Team effort by city departments to help cut crime in the neighborhood.
Questions that came up were: Will they include local residents? Will it address drive by drug dealing? Tim said that yes it should include local residents and it will address all safety concerns in the neighborhood including drug dealing.
Old Business
Candi: LIHI Sailing Class with CWB
Sailing class in its 3rd week grew to five kids. They came from the Lakeview and Denny Park buildings. The kids got GREAT 1 on 1 lessons, sailed 3 different kinds of boats, were fed lunch, donated by Kim and Candi and the Y. Good News: relationships between the Center for Wooden Boats and LIHI inspired our instructor Mindy to donate a remote control sailboat to LIHI kids. Bruce Willard’s donated boat is a Thunder Bird, fiber glass boat. It will hang on the wall downtown for all program coordinators to use with their kids. Inspired Candi to start a senior and youth program were kids and seniors sail remote control boats together. Summer sailing programs are happening with 4+ LIHI kids. Candi offered that if anyone wants to use the boat they are welcome. Lloyd said that Kim and Candi through a great sailing time.
Candi and Kim: NNO
August 6th from 5-10pm. Candi and Kim applied for a small sparks grant through LIHI for the NNO event to take place on Harrison and Minor.
Events confirmed are: Bike Parade, Pirate Boat, A professional pirate may come, victory lounge will have a hot dog stand, Umqua/Jo will be there with ice cream, Noellies is providing cookies, Taco Del Mar will give out kids burritos, Volcan and the Y will connect about giving out school supplies. We need to get volunteers, possibly 1 hour time blocks, we would need them for set-up and break and on either side of the block. Lloyd volunteered to help with the CNC booth with Dena.
Katie Grey: Cascade Park
The ADA assessable trail has been completed by the Conversation Corps. Some items from the Deputy Mayor walk have been completed such as: new signs being posted. The gazebo was also a point made on the tour of being a place of concern. Katie asked the group if we thought the Gazebo benches should be removed.
Jack said that he thinks a semi-circle allows for one or two people to take over the gazebo. If there were individual tables and chairs folks could go sit there and you wouldn’t feel like the space wasn’t being occupied by just a few. Katie said that Occidental and West Lake park have staff who collect and bring out tables and chairs.
Katie is very interested in learning what everyone wants and doesn’t want to respond to one request.
Candi and Kim would love to sell popcorn and put out games in the gazebo.
Candi shared that someone else already pulled out a bench in the park and didn’t ask. She also shared that the history of the gazebo is to bring people in and add people into the community.
Dan, shared that outdoor cafes hurt his business. When the food trucks left from across the street his business went back up 30%.
Katie said that creating activity is always a plus. She would like people to consider adding hand rails so people are discouraged from sleeping on the benches.
Dan shared that “if it isn’t broke, don’t fix it”
Candi wonders if Skanska would allow people on their new stoop?
Brent wonders will the stoops be public-public or private-public? If it is during business hours could you sit there?
Katie said she will take a peek at handrails and we will work as a community to decide what else would be done.
Carol shares that hand rails, are great but people will still sleep on the benches.
Layne wonders what has been done in other parks? Katie said that Cascade is pretty intense and that she will put together a list of ideas.
Emily suggested illuminating the gazebo and taking off the roof.

Kim said that there are giant rats all over the park. Katie shared about the traps and that other measures are being taken to prevent rats.
Lloyd, said to give our thanks to the grounds crew.
Katie said that the comfort stations are being locked at night.
Carol suggested leaving the bathrooms open.
Katie thanked the group for the suggestions about the park and gazebo.
Submissions of CNC Logo:
Layne suggested that the CNC were off set in some logos and possibly spell out the whole thing. Candi said that is great and what she used to do.
Candi shared the logos she uses with the heart, everyone agreed that they like it and would continue using it.
Layne, wondered if there were any old logos we could revitalize and use? Lloyd shared the old CNC logo was not meant to be long term.
Emily said she could include a heart in the next round of logo exploration.

New Business
Questions for Skanska about current construction projects.
Brent wonders what Vulcan does for their neighbors during construction. Pearl said they learn the needs of the neighbors, go door-to-door, typically don’t close off streets, Stacks is a historic landmark and must bring everything new and old up to Earthquake code.
The group decided to carry over the logo and Skanska to the next meeting and would like to have someone from the substation project to update on progress. Additionally Lloyd said he could get someone to come from the swale on Yale.
